The application of the industry has been scrutinized and it was observed as under:
1. The industry was earlier granted ‘Consent to Establish’ for proposed project cost of Rs. 168.96 Crore and had deposited ‘Consent to Establish’ fees accordingly at that time; now, it has submitted CA certificate mentioning the cost of its fixed assets as Rs. 322.0 Crore. The industry is required to deposit the differential ‘Consent to Establish’ (NOC) fees.
2. The industry has submitted a building plan of the unit but the signatures/ stamps of the authorities are not legible and the industry is required submit a clear sharp resolution copy of the same for verification, if it is in order in accordance with the policy of the Board dated 30.04.2013.
3. Whilst grant of ‘Consent to Establish’ under the Water & Air Act to the industry, it had mentioned its total land area of the unit as 98996.22 sqm & built-up area as 48551 sqm in the online application form. Now, the industry has mentioned its total land area of the unit as 99032.20 & built-up area as 58847.80 sqm in the online application form for grant of CTO. The industry is required to clarify regarding the said increase in land & builtup area.
4. Furthermore, at the time of ‘Consent to Establish’, in the brief project report the industry had mentioned the cost incurred on land as Rs. 17.38 Crore, whereas in the CA certificate now submitted it has mentioned the cost of land as Rs. 160 Crore. If the industry has added additional land to its premises, then it is required to submit supportive documents mentioning the suitability of the said land.
5. At the time of ‘Consent to Establish’, the industry had submitted water balance wherein it had mentioned that the out of the treated effluent @ 350 KL, 175 KL shall be reused as make up water in cooling tower and remaining 175 KL shall be discharged onto green area/ plantation. However, in the present application form the industry has mentioned that the whole 350 KL shall be discharged onto plantation area. This needs clarification.
6. The industry has not submitted completion-cum-adequacy certificates for the APCDs to be installed by it with both the boilers of capacity 5 TPH each.
