it is intimated that your application has re-examined by the higher authority of the Board and following observations have been made-
1. Dismantler shall not carry out shredding/crushing/fine grinding/ wet grinding/enrichment operation and gravity/magnetic/density/eddy current operations of printing circuit board (PCB) or components attached with the circuit board.
2. Dismantler shall not be permitted chemical leaching or heating process or melting the material.
3. Dismantled circuit boards, capacitors, batteries, capacitors containing PCBs (Polychlorinated biphenyls) or PCTs (Polychlorinated terphenyls) etc. shall not be stored in open.
4. Dismantlers should have adequate facilities for managing leakage of compressor oils, coolant/refrigerant gases such as CFCs/HCFCs and mercury from end of life fluorescent and other mercury containing lamp etc. Spills involving broken Fluorescent lamps, Oils spills should first be contained to prevent spread of the material to other areas. This may involve the use of dry sand, proprietary booms / absorbent pads, stabilizing chemicals etc. for subsequent transfer to hazardous waste TSDFs.
5. The premise for dismantling operation should fulfil the following requirements:
a) Water proof roofing and impermeable surfaces.
b) Storage space for dissembled spare parts.
c) Separate containers for storage of batteries, capacitors containing PCBs
(Polychlorinated biphenyls) or PCTs (Polychlorinated terphenyls).
6. Space requirement for Dismantlers- A dismantler needs space for storage of electrical and electronic equipment up to 180 days, for process of dismantling and volume reduction and space for storage of dismantled and segregated material and free space for movement and office/ administration and other utilities. It is estimated that a minimum of 300 square meter area for a dismantling capacity of 1T/day is required for storage of raw material, segregated material, dismantling operations and office/ administration & other utilities.
The application applied by the industry has been examined and it was found that:-
1. Proposal for dismantling of e-waste is for 5 TPD and the plot area of industry is 1033 sq. yards i.e. the space requirement is less than required as per guidelines framed by CPCB.
2. The industry has proposed dismantling of PCBs using flame heating and thereafter its size reduction by installing a cutting mill, followed by magnetic separation followed by granulation in a sealed chamber under high presser, however as per the guidelines framed by the CPCB, the dismantler is not permitted to carry out any heating process and also shredding/grinding and magnetic separation of PCBs is not permitted.
3. Further dismantlers are permitted to carry out de-dusting/manual dismantling of the e-waste and the de-dusting system should be connected with bag filter as APCD, however the industry has proposed wet scrubber as APCD for size reduction/metal separation/vibrating bed and bag house filter for wire striping.
4. Further, the Regional Office has reported that the plot no. E-70 has been allotted by PSIEC for manufacturing of electrical domestic appliances; however the industry has proposed to establish a unit engaged in dismantling of e-waste in the said plot.
As such you are requested to submit point wise compliance of the above said observations within 2 days to proceed further in the matter |
