The application of the project proponent has been scrutinized and it was observed as under:
1. The project proponent needs to submit point wise compliance of CER funds spend on following activities as mentioned in Environment Clearance.
A. SOCIAL AWARENESS PROGRAMMES- Rs. 3 crores
i. On issues like saving and well-upbringing of girl child, discouraging of alcohol, family feuds, etc., promoting tree plantations.
ii. Emergency vans
iii. RO plants for villagers Chilla, Manuali & Papri.
B. PROMOTION OF SPORTS, ARTS & CULTURE- Rs. 3 crores
iv. Organizing cultural festival, flower show, vintage car rally and cricket cup yearly at Sector-82.
C. HEALTH- Rs.2 crores
i. Medical facilities, periodical health check-up and vaccination for construction labours during construction period.
ii. Organizing Health check up camps in village Chilla/ Manauli/ Papri.
iii. Upgradation of dispensaries in nearby villages like Chilla / Manauli/Papri.
D. EDUCATION- Rs. 2.5 crores
i. Scholarships to meritorious students in and around the area.
ii. Programmes for primary education, especially for girl children in and around the area.
iii. Providing toilet facility & furniture in the Govt. School.
iv. Upgradation of educational institutes in nearby villages like Chilla/ Manauli /Papri.
2. The project proponent has not obtain revised permission from PWRDA for abstraction of 3204 KLD of fresh water in the compliance of decision no. 8 of the previous Consent to Establish granted to it.
3. The project proponent has not linked consent fee, with the application.
4. The project proponent was earlier granted NOC for developing Project namely "Super Mega Mixed Use Integrated Industrial Park" at Sector 82, 83 & 66-A, SAS Nagar, Mohali consisting of :
Residential Area in 63.14 acres, EWS Area in 5.57 acres, Commercial Area in 14.35 acres Institutional Area in 28.17 acres & Industrial Area in 32.60 acres. Now, the project proponent has applied for the extension of Consent to Establish. However, the project proponent has obtained CLU for developing the project in an area of 266.33 acres and Environment Clearance from SEIAA for developing a project in an area of 263.37 acres, kindly clarify the difference in area, in the 3 permissions.
