The application of the project has been scrutinized and observed as under:-
1. The application for NOC has been applied for the establishment of CETP for electroplating unit of Malerkotla. As per EIA notification dated 14.09.2006, Common Effluent Treatment Plants (CETPs) are required to obtain Prior Environment Clearance. However, present application has been applied without obtaining Prior Environment Clearance.
2. As per feasibility report, no secondary clarifier/secondary treatment components has been proposed in the CETP. In the tertiary treatment only pressure depth filter is proposed. Hence, it seems not in order. No dimensional drawing of CETP has been submitted so as to adjudge the space available for installation of various components of CETP.
3. In the flow diagram, it has been mentioned that treated effluent will be also reused. However, in the application, it has mentioned that the entire treated effluent will be discharged onto land for plantation. Which is contradictory. Also, no details of land where treated effluent will be discharged is not given.
4. As per DTP letter, the proposed project is to be established at Malerkotla Naudhrani road, near Lasara drain and required to obtain NOC from Drainage Department and required to provide 10 mtr green buffer zone towards drain. Neither no NOC has been submitted from Drainage Department nor mentioned any 10 mtr green buffer zone in the site plan.
