The application of the industry has been scrutinized and found as under:
1. As per the application the month and year on which the industry was commissioned is mentioned as October, 2012 which needs clarification.
2. The industry in its letter dated 09.03.2018 has submitted that the industry had installed standby rice husk fired 3 boilers of 5 TPH, 4 TPH & 6 TPH capacity which have now been dismantled. The industry has now installed one low presser boiler of steam generation capacity of 12 MT/hr with which it has installed multicyclone and bag house as APCD. The industry is requested to submit details of the APCD and completion certificate of the same duly prepared by a consultant having acquired at least Bachelor’s Degree/ AMIE in Environmental Engineering/ Chemical Engineering/ Civil Engineering from a recognized institution/ University or from the institution having degree courses in Environment/ Chemical/ Civil Engineering field.
3. The industry is required to apply for separate NOC modernization for installation of new boiler in the unit
4. The industry has submitted an undertaking that there is increase in the value of fixed assets to the tune of 6.72 crores (Rs. 20 Crores as on 31.03.2013 and Rs. 26.72 crores as on 28.02.2018) due to repair and replacement of machinery parts in routine during last 5 years to keep plant in running condition. Further, the industry has undertaken that Rs. 672 lakh has been spent on replacement of machinery parts.
Whereas a details of fixed assets submitted by the industry on the letterhead dated 10.03.2018 and as per the CA certificate submitted by the industry, the gross value of fixed assets was 26.07 crores as on 31.03.2013, 33.05 crores as on 31.03.2017 and 34.52 crore as on 28.02.2018. The details of additions are reproduced as under: -

The industry has submitted account ledger of replacement of machinery parts under plant & machinery totalling to 6.63 cr. As shown above the details of additions done under the head of electric motor and equipment, generator, weighing bridge and boiler have not been submitted. The industry has submitted NOC regulation fee of Rs. 12000/- whereas as per the total additions made in the cost of fixed assets, Rs. 18,000/- needs to be deposited.
4. The industry has submitted CA certificate showing gross value of fixed assets as on 31.03.2017 whereas, latest CA certificate from Charted Accountant is required as per the policy of the Board.
5. Further, the industry has not added any generator in the unit but the cost has increased, which needs clarification.
6. The industry is required to submit an undertaking to the effect that with the repair and replacement of machinery parts, there is neither increase in the production capacity nor pollution load of the unit.
7. The industry is required to submit details regarding disposal of boiler ash generated from the unit.
8. The industry is required to submit the treatment capacity of primary treatment and secondary treatment components of the ETP.
You are requested to clarify the above said observations and submit compliance within two days.
