File Note: It is intimated that earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 online through OCMMS, which are valid upto 30.06.2019. The said industry is a red category small scale unit and is engaged in the manufacturing of activated carbon by using wood & wood charcoal as fuel. Now the industry has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 through OCMMS with requisite documents & fee. The industries has Rs. 43200/- vide receipt No. 92/5181 dated 28.06.2019 under Air Act and Rs. 43200/- vide receipt No. 93/5181 dated 28.06.2019 under Water Act, Rs. 500/- vide r no. 91/5181 dated 28.06.2019 as form fee. The fee deposited by the industry is adequate up to 30.06.2024. The industry has submitted application form, CA Certificate, compliance of earlier granted consent, proprietorship undertaking etc. The industry was visited by officers of the Board on 20.06.2019 and observed that the industry was in operation during the visit. and is engaged in the manufacturing of Activated Carbon. The industry has installed 05 no. Rotary Furnace with baby boiler. However, one of the rotary furnace is non-operational and only four furnace are operated. The industry has provided adequate stack height with Rotary Furnaces along with proper sampling arrangements. The three rotary furnace are provided with common APCD consisting of cyclone followed by wet scrubber. The other two furnaces are provided with separate wet scrubbers alongwith adequate stack height and sampling platform. All the APCDs were found in operational condition. The industry has installed 02 pulverizer which is equipped with closed loop bag filter. The bag filter was found in operational condition. The industry has installed 01 mixer, 04 dryers and 01 nutche filters in the premises. There is dust emissions from these machines. Out of the 04 dryers, the industry has installed APCD (bag filter) for the recovery of finished product with the 02 dryers. As per the representative of the industry, APCD will be provided with the other 02 dryers and 01 mixer within short period. Further, the industry has not provided any arrangement for the prevention of emissions from the entry point and unloading point of rotary furnace during its operation. The stack emission sampling was carried out by the Board from the stacks and as per the analysis results, the concentration of SPM is 138 mg/Nm3, 110 mg/Nm3, 124 mg/Nm3 against the prescribed standards of 150 mg/Nm3. The industry has provided 1 no of DG sets of 125 KVA with canopy. The industry has installed ETP for the treatment of trade effluent and the same was in operation during the visit. The ETP consists of neutralization cum flocculation tank and settling tank. The treated effluent is discharged onto land for plantation in an area of about 2 acres as per karnal technology. The effluent sampling was carried out on 20.06.2019 as per the analysis results, the concentration of various parameters is as follows pH-7.7, TSS-BDL (mg/l), TDS – 332 (mg/l), Chloride – 45 (mg/l). The industry is discharging its domestic effluents onto land for plantation after passing through Septic Tank. In view of the above, if approved, Consent to operate under the under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2024 with condition that 1. The industry shall install,within 3 months, adequate and appropriate APCD,preferably bag filter house, to contain the conc. of SPM in the emissions within the prescribed standards being generated from the driers and mixers. 2. The industry shall install,within 3 months, proper hoods at the inlets and outlets of the rotary furnaces to collect the fugitive emissions and these hoods shall be connected to an adequate and appropriate APCD,preferably bag filter house, to contain the conc. of SPM in the emissions within the prescribed standards. 3. The industry shall explore the possibility to provide wet conveyance system to carry the dry activated carbon from the pulverizer to the acid treatment section to rule out the possibility of generation of fugitive emissions during handling of activated carbon in dry state. 4. The industry shall store the raw material of pucca stabilized platform to avoid any spillage of the same.(comp SEE)
