The marriage palace was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Fresh/BTI/2018/8127128 & CTOA/Fresh/BTI/2018/8127480 dt. 04.10.2018 valid upto 03.04.2019 for operation of marriage palace with suitable conditions.
The marriage palace was issued show cause notice for violations of the provisions of Water Act, 1974 & Air Act, 1981 with an opportunity of personal hearing on 02.07.2019 before the Senior Environmental Engineer of the Board. After hearing it was decided as under:
1. Only an authorized person from the marriage palace shall attend hearing in future.
2. The marriage palace shall provide septic tank for disposal of domestic effluent to ensure the primary treatment of domestic effluent, whatever generated, is carried out.
3. The marriage palace shall apply for consent to operate under Water Act, 1974 and Air Act, 1981 within 7 days.
4. The Regional Office shall visit the marriage palace, verify the contentions of the marriage palace and process the consent cases on merit.
5. The marriage palace shall submit the prior schedule of the functions to be held at marriage palace in the coming wedding seasons and Regional office shall visit accordingly, collect treated effluent samples and submit whether the septic tanks are adequate as per the capacity of the marriage palace as well as the hotel.
Now, the marriage palace has applied for renewal of consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 10.07.2019 for operation of marriage palace under orange category. The details of the case is as under :
- The industry has already deposited consent fees under Water Act, 1974 of Rs. 50,000/- vide R no. 97/4453 dt 25.10.2017 & under Air Act, 1981 Rs. 50,000/- vide R no. 98/4453 dt 25.10.2017 to adequate upto 30.09.2022 as per the Board's office order dated 29.10.2018.
- The industry has submitted the compliance of the conditions of consent granted to it under Water Act, 1974 & Air Act, 1981.
The marriage palace was visited by undersigned on 31.07.2019 and it was observed as under -
1. No function was carried out in the palace at the time of visit.
2. The palace has installed septic tanks (of size 30'*20'*10', 10'*25'*10' and 20'*10'*8') for treatment of domestic effluent generated from the washroom section and has installed oil and grease trap followed by septic tank for treatment of effluent generates from kitchen section.
3. The palace has developed plantation area along its boundary wall and green area in about 0.5 acre for the disposal of treated domestic effluent which is adequate. The palace has provided the network of distribution of effluent. As per the project proponent, other than the gardening area inside the premises the project proponent also owns 3 Acres of agriculture land adjoining to the marriage palace where the disposal of the treated effluent from the septic tanks may be carried out, if required.
4. The marriage palace has 16 no rooms in the premises however as per the representative no rooms are booked other than the rooms required for the function booking.
5. The palace lifts its solid waste to Municipal Council, Sangat Mandi, Distt. Bathinda.
6. The palace has installed 1 no. D.G sets of capacity @ 62.5 KVA with canopy and adequate stack height in the premises.
7. The marriage palace has no booking of functions till mid of October as per booking schedule and there was no treated effluent at the outlet due to newly constructed septic tanks, therefore sampling could not be carried out.
8. The marriage palace does not have any electric connection in the premises and draws its electricity requirement from the 5KVA solar power plant installed in the palace.
Keeping in view of the above, it is recommended that :-
1. Directions u/s 33-A of Water Act, 1974 against the marriage palace may be dropped.
2. Consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 may be considered for grant to the marriage palace upto 30.09.2022 with suitable conditions along with following special conditions:-
a. The marriage palace will not discharge its treated domestic effluent along the road as well as any unknown place through tanker & other arrangement.
b. The marriage place shall discharge its domestic effluent in plantation/gardening area in such a way there is no stagnation will be occurred at any time.
c. The marriage palace will dispose its kitchen waste and waste food items to the piggery farm as per the agreement.
d. The marriage palace will dispose-off its solid waste along to dump site in the environmentally sound manner.
e. The marriage palace will not burn any waste generated.
f. The marriage palace will comply with Noise Pollution (Regulation and control) Rules, 2000 in regard to the operation of the sound amplifier / DJ system.
3. The industry shall submit treated effluent analysis report to the Board within 03 months.
