File Note: It is submitted that the rice sheller was earlier granted consent to establish (NOC) from pollution angle vide no. CTE/Fresh/BAR/2018/8202657 dated 09/08/2018 valid upto 08/08/2019 for establishment of rice sheller for the production of Sorted Raw rice (with dryer) @ 4.0 TPH by processing of paddy @ 6.0 TPH as raw material, with certain conditions mentioned therein. The industry has submitted to install bag filter with shelling section and paddy cleaner of dryer section separately. Now, the industry has applied for fresh consents to operate under the Water Act, 1974 & the Air Act, 1981 for rice sheller unit to produce Sorted raw rice @ 4.0 TPH (with dryer) and has deposited consent fee Rs. 49000/- vide R. No. 85/5261 dated 14/06/2019 & Rs. 49000/- vide R. No. 84/5262 dated 14.06.2019 under the Water Act, 1974 & the Air Act, 1981, respectively against the gross fixed assets of against the gross fixed assets of Rs. 122.92 lacs as on 31.03.2019, which is adequate upto 30/06/2023 as per latest fee structure fixed by the Board vide office order no. 524 dated 29/10/2018. Rs. 8400/- under each act has been deducted penalty fee. To verify the compliance of NOC conditions earlier granted to the industry & the code of practice, the industry was visited by undersigned on 16/09/2019 and it was observed as under:- 1. The industry has installed the machinery in its premises for the production of Sortex raw rice with dryer. 2. The industry has covered all the processing sheds. 3. The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4. The industry has installed separate Bag filter House as APCD to contain emission arising from shelling section & dryer section. In this regard the industry has submitted revised completion certificate report from M/s Laj Engineering Corporation, Barnala through hard copy (copy attached). The industry has provided sampling arrangements with the stack of the APCDs. 5. The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. 6. The industry has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area. 7. The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. 8.The industry has submitted its building plan prepared from the competent person approved by Director of Factories Punjab. 9. The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and conditions of NOC earlier granted to it under the provisions of the Water Act, 1974 & the Air Act, 1981. The competency for grant of consents to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office. 10. It is further added here that the Board vide its letter no. SEE(HQ-II)2018/9982-10003 date 27/03/2018 has requested to strictly follow the consent validity criteria for grant of consents to red/orange/green categories industries for 05 years, 10 years & 15 years, respectively. In view of above, it is recommended that fresh consents to operate under the Water Act, 1974 may be granted to the industry upto 30/9/2022 & the Air Act, 1981 may be granted to the industry upto 30/09/2020 for the production of Sorted raw rice (with dryer) @ 4.0 TPH by processing paddy @ 6.0 TPH subject to the suitable conditions as per the policy of the Board and following additional conditions that ; - 1. The rice sheller shall ensure the compliance of code of practice laid down by Govt. vide order no. 10/48/2004-STE (4) /932 dated 15/10/2013 at all the times in true letter & spirit.
