The industry is an existing rice sheller unit, which was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. R15FZLCTOW2872657 dated 24.06.2015 expired on 30.06.2019 and R15FZLCTOA2872582 dated 24.06.2015 valid upto 30.06.2019 respectively for production of raw rice/ sorted rice @ 2 TPH with dryer in a premises of 7 Kanals.
However, the industry has now intimated that it has carried out expansion in its existing premises by addition of a steamed rice plant by installing a boiler, handies, dryers and allied infrastructure in its existing premises making total capacity after expansion as steamed / raw rice @ 4 TPH with dryers and sorted rice @ 4 TPH without obtaining NOC expansion from the Board and has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 11.10.2019 for operation of a steamed / raw rice plant for production of steamed /raw rice @ 4 TPH with dryers and sorted rice @ 4 TPH.
The industry has attached a letter bearing no. 1363 dated 14.05.2019 issued by Executive Officer, Municipal Council, Jalalabad (W), District Fazilka certifying that Kila no. 136//14/1 (7-6) lies outside M.C. limits of Jalalabad (W) town.
The industry has also attached feasibility report as well as completion certificate along with dimensional drawings from M/s Aggarwal Engineer, Muktsar Road, Kotkapura for the Air Pollution Control Devices installed by the industry with its boiler furnaces and process emission control, which are adequate in principle.
The industry was visited by undersigned (AEE) on 15.10.2019 and it was observed as under: -
1. The industry has increased its shelling capacity as well as sorting capacity in its existing shed alongwith addition of 2 no. dryers (total 3 no. dryers after expansion), 06 no. handies and a boiler of capacity 5 TPH in its existing premises. The site of the industry lies outside M.C. limits of Jalalabad (w) town.
2. The industry was found in operation for production of steamed rice.
3. The industry has not installed any pipeline for carrying water from any source of fresh water handies for production of parboiled rice to rule out the possibility of production of parboiled rice, that needs water for parboiling.
4. The industry has provided twin-cyclone as an APCD with boiler of capacity 5 TPH and 02 cyclone separators with 02 paddy pre-cleaners with 03 dryers and another cyclone separator with the shelling section separately. All the APCDs were found in line.
5. The industry has provided stacks of adequate height with APCDs of boiler, paddy cleaners section and shelling section.
6. The industry has provided mechanical feeder with the furnace to feed rice husk as fuel in the furnace. The industry has provided 10’ height wall and a wind screen of height 5’ above it around the storage of rice husk in compliance to amended code of practice prescribed by the Govt. vide order dt. 15.10.2013.
7. The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation. The industry would be disposing off its fuel ash in the low-lying areas/to the farmers for its use as manure.
8. The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation.
9. The industry has provided brick paving at movement area of vehicles, within its premises.
10. The industry has provided plantation along its boundary wall.
The site of the industry is complying with the siting guidelines dated 15.10.2013 of the State Govt. as it is situated outside M.C. limits of Jalalabad (W) town and the industry has carried out expansion within its existing premises, therefore expansion carried out the industry can be regularized.
The industry is also complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. However, adequacy of pollution control device installed by the industry needs to be verified in this paddy season 2019-20.
Recommendations: -
Keeping in view of above, it is recommended as under: -
a) Varied Consent to operate may be granted to the industry under the Water Act, 1974 for a period up to 30.06.2020 i.e. up to adequacy of consent fee deposited by the industry for operation of a steamed rice plant to manufacture steamed/raw rice @ 4 TPH with dryers and sorted rice @ 4 TPH, subject to the suitable conditions along with the special condition that if the industry is found manufacturing parboiled rice at any stage, consent to operate granted under the Water Act,1974 will be revoked without notice/opportunity.
b) Varied Consent to operate may be granted to the industry under theAir Act, 1981 for a period up to 30.06.2020 i.e. up to adequacy of consent fee deposited by the industry for operation of a steamed rice plant to manufacture steamed/raw rice @ 4 TPH with dryers and sorted rice @ 4 TPH, subject to the suitable conditions along with special condition that the consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers.
