The unit is a small scale orange category marriage palace and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH3/2018/8187394 and CTOA/Renewal/LDH3/2018/8187343 dated 12.10.2018 valid upto 14.04.2019 with usual conditions and special conditions as under:-
1) The marriage palace will send surplus food/perishable waste to piggeries etc. and will install mechanical composter for composting excess organic waste, within 1 month.
2) Only inert solid waste will be got lifted to integrated solid waste management facility like M/s A2Z Waste Management Pvt. Ltd.
3) The marriage palace will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). In absence of obtaining of permission, the operation of the marriage palace is entirely at its risk and cost and the Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission.
4) The marriage palace shall upgrade its treatment arrangements by adopting treatment methodology being finalized by the Punjab Pollution Control Board for the marriage palaces within a period of six months after the finalization of the technology by the Board.
5) The marriage palace shall comply with the orders dated 07-12-2017 given by the Hon'ble High Court of Punjab & Haryana in CWP no. 23548 of 2017 through which it has been directed that bursting of firecrackers shall not be allowed in the marriage functions and other celebratory functions as also on the New Year eve, in the States of Punjab and Haryana as well as the Union Territory, Chandigarh. This CWP is still pending and the marriage palace to comply with any other directions issued by the Hon'ble Court in this petition.
6) The marriage palace to ensure that there will be no public nuisance on account of parties/marriage functions/any other function to be held in its premises.
7) The marriage palace will comply with the provisions of Noise Pollution (Regulation and Control) rules, 2000 and will ensure that there is no function or any activities in the open during night time i.e. from 10:00 PM to 06:00 AM.
8) The marriage palace shall ensure that the DG sets hired by them or by the other contractors associated with the functions organized in their premises shall have inbuilt acoustic enclosure (silent generators) and having adequate stack height. The marriage palace shall also ensure that bhathies provided by the cooks shall only be provided with proper hoods and adequate stack of atleast 3 meter above the roof level.
9) The marriage palace shall ensure that whole of the municipal solid waste is to be handled and disposed off in an environmentally sound manner and to be lifted either by the concerned municipal body or by the agency authorized by the municipal authority for further treatment and disposal. Alternatively, marriage palace to provide their own arrangements for environmentally safe handling, storage, treatment and disposal of municipal waste.
Now, the Marriage Palace has applied for renewal of consent to operate under Water (Prevention and Control of Pollution) Act, 1974 & Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board with requisite documents. The application of the Marriage palace has been scrutinized and was found complete. The industry has submitted following documents i.e. CA Certificate as on 31.08.2019, request letter, compliance of previous consent conditions, sewer connection letter, area classification certificate Analysis Report of effluent/emission from Approved Lab, MSW lifting agreement with A2Z Waste Management (Ludhiana) Ltd.. The industry has deposited consent fee Water Act, 1974 & Air Act, 1981 Rs. 21,500/- V.R. No. 67/4624 dt 11.10.2019 Adequate upto 30.06.2025 (including penalty fee).
The marriage palace was visited by the officer of this office on 18.10.2019 and it was observed as under:-
The marriage palace was not in operation during visit due to off season.
The marriage palace is having sitting capacity 200-250 persons/ function.
The project proponent has provided duct in the kitchen area to emit the air emissions generated during kitchen activity.
The marriage palace has installed one no. DG set of capacity @62.5KVA, equipped with canopy along with adequate stack height.
The marriage palace has provided oil and grease trap cum septic tank and filter for the treatment of effluent generated from kitchen waste, thereafter the effluent is discharged through final outlet leading to MC sewer. Whereas, the final treatment methodology to be adopted for the treatment of the effluent generated from the marriage palaces is yet to be finalized in the consultation with the GNDU as per the Head Office, Patiala letter no. 26655-65 dated 12.05.2016.
The marriage palace has submitted the certificate from Municipal Corporation, Ludhiana vide no. 21 dt. 17.04.2017 regarding connectivity of sewer with STP, Balloke.
The marriage palace has submitted certificate issued by Municipal Corporation, Ludhiana vide no. 1060 dated 10.04.2017 stating that falls on main Dugri Road. The road from GT Road to Sidhwan Road is declared as Karobari by the Govt.
The marriage palace has also submitted analysis report of effluent water sample of septic tank outlet by SIMA Labs Pvt. Ltd. on 13.09.2019 of which the parameters are within the prescribed standards notified by HO Patiala vide letter no. 271 dated 10.10.2011.
The marriage palace has submitted agreement with A2Z Waste Management (Ludhiana) Ltd. as a proof regarding disposal of solid waste generated from its premises lifted to the company.
In view of above, it is, therefore, recommended that Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2024.
