File Note: Recommendations : The industry was earlier granted varied consents under Water Act, 1974 vide no. ZO-I/ LDH/RO-I/WPC/2012/F- 3950 dated 26.04.2012, valid upto 25.10.2012 & Air Act, 1981 vide no. ZO-I/ LDH/RO-I/APC/2012/V 2935 dated 26.04.2012, valid upto 25.10.2012. Now, the industry has applied for renewal/ extension of consents under Water Act, 1974 & Air Act, 1981. The industry was visited by the AEE of this office on 17.10.2012. and it was observed as under:- 1. The industry was in operation during visit & is engaged in the manufacturing of Alloy steel @ 200 MT/day. 2. The industry has installed 2 no. arc furnaces of capacity 15 Ton each with common bag filter house as APCD. 1 no. of stack emission sample was collected on 07.09.2012 & as per analysis report the parameters are within the prescribed limit of the Board (copy enclosed). The industry has provided online SPM meter whose readings vary from 50-52 mg/Nm3 as per logbook maintained by the industry. The industry has also provided separate energy meter for its APCD whose reading was 24987 Kwh at the time of visit. 3. The industry has installed 2 no. coal gassifiers. The heat from 1 no. gassifier is used for rolling mill of size 21”/20”. The industry has provided stack of adequate height & 1 no. of stack emission sample was collected on 07.09.2012 & as per analysis report the parameters are within the prescribed limit of the Board (copy enclosed). The heat from 2nd gassifier is used for rolling mill of size 10”/9”. The industry has provided stack of adequate height & 1 no. of stack emission sample was collected on 07.09.2012 & as per analysis report the parameters are within the prescribed limit of the Board (copy enclosed). 4. The industry has installed induction heaters of capacity 800 KW & 300 KW with re-heating furnace of 9” rolling mill. The industry has option to run the 9” rolling mill either on electricity or on coal. 5. The industry has installed a pickling plant in its existing industrial unit. The industry has done agreement with M/s JBR technology Pvt. Ltd., 2680, Jain Colony, Moti Nagar, Ludhiana to lift & treat the spent acid generated from acid pickling plant @ 40 KL/month dated 10.02.2012. 6. The industry has provided wet scrubber as APCD to control the emission from acid pickling section. 1 no. of acid mist sample was collected on 12.09.2012 & as per results confirmed from Zonal Laboratory, the parameters are within the prescribed limit of the Board (6.7 mg/Nm3). The industry has provided separate energy meter for APCD whose reading 01631 Kwh at the time of visit. 7. The industry has installed water meter at fresh water supply for pickling process whose reading was 114.65 at the time of visit. 8. The industry is maintaining the proper record of water consumption viz a viz spent acid lifted by M/s JBR Technology Pvt. Ltd. The total assets of the industry has been increased from Rs. 75.57 Crore to Rs. 82.65 Cr. as per CA certificate submitted by the industry. The industry has done addition of 800 KW & 300 KW electric heaters for its 9” rolling mill & installed a pickling section for which the industry has already got varied consent. As per representative of the industry the CA certificate already submitted by the industry does not include the cost of these machinery and the industry has not installed any other machinery, which was verified by this office during the visit. Further, the industry has deposited Rs. 37500/- as NOC regularization fee. 10. In compliance to the hearing decision given to the industry before the worthy Chairman of the Board on 14.05.2012, it is intimated that the industry has not installed APCD to control the secondary emissions. However the industry is in process with 3 organization; M/s Thermax India, M/s Sweetech Enviro & Nicco System. The status of the industry with these organization has already been sent to your good office vide no. 2747 dated 25.09.2012. 11. The industry is complying with the consent conditions already granted to the industry under Water Act, 1974 & Air Act, 1981. In view of above, it is recommended that:- 1. The consent to operate under Water Act, 1974 may be extended upto 31.03.2015 with suitable conditions. 2. The consent to operate under Air Act, 1981 may be extended for 6 months with special condition that the industry will install APCD to control the secondary emissions within a month. 3. Suitable amount of Bank Guarantee may be taken from the industry in assurance to install the APCD for control of secondary emissions.
