Further, it is submitted that the colony was visited by AEE of this office on 12.11.2018 and shortcomings were observed, accordingly, show cause notice was issued to the colonizer with an opportunity of personal hearing before Environmental Engineer, Regional Office Bathinda on 28.08.2019, wherein, it was decided as under: - 1. The Colony shall install STP within 15 days and shall make arrangement to discharge treated domestic effluent onto land for plantation as per karnal technology. 2. The colony shall make adequate & appropriate arrangement for handling of Municipal Solid as per Municipal Solid Waste Rules, 2016. 3. The colony will apply for consent to operate of the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, within 15 days. 4. The Assistant Environmental Engineer, Regional Office, Bathinda will visit the colony after stipulated time period and will submit report/recommendations in the matter.  The colonizer has failed to submit a compliance of decisions of personal hearing. As such, the colony was again visited by AEE of this office on 19.11.2019 and it was observed as under: - 1. The colonizer has installed combined STP for Aman Colony-1 & Aman Colony-2 and also commissioned it, but has failed to make arrangement to discharge treated domestic effluent onto land for plantation as per karnal technology. 2. The colonizer has failed to make adequate & appropriate arrangement for handling of Municipal Solid as per Municipal Solid Waste Rules, 2016. 3. The colonizer has failed to apply for consent to operate of the Board under the provisions of the Water (Prevention & Control of Pollution) Act, 1974. 4. The treated domestic effluent was discharged through mobile tankers at unknown place.  Accordingly, a report was sent to SEE, Zonal Office, Bathinda vide this office letter no. 6485 dt. 25.11.2019. A show cause notice was issued to the colonizer vide Board’s letter no. 5631 dt. 02.12.2019 with an opportunity of personal hearing before SEE, Zonal Office Bathinda on 16.12.2019, which was attended by Sh. Amandeep Singh, representative of the colony and it was decided that this office will visit the colony and process the application on the merit.  Earlier, the colonizer has applied for fresh consent to operate under the Water Act, 1974 through OCMMS on 11.12.2019 for operation of Residential Colony, under the Orange category as per the prevailing policy. The colonizer has deposited consent fee under Water Act, 1974 alongwith NOC & Penalty fee, which is adequate upto 31.12.2020.  The colonizer has submitted a copy of agreement/lease deed with M/s Offshore Infrastructures Ltd. dt. 23.01.2019 as proof of commissioning of colony.  The site of the colony was visited by AEE of this office on 28.12.2019 and it was observed as under: - • The colonizer has installed common STP with Aman colony-II in the premises of the Aman colony-I. • The STP of the colony was in operation. However, no treated effluent was coming out at outlet of STP, as such samples could not be collected. As the labour of the colony went for construction/fabrication work for expansion of Refinery, hence no domestic effluent was at outlet during day time. • The treated domestic effluent has been discharged onto land for irrigation/plantation on an about 01 acre which is adjacent to the colony and adequate for the disposal of treated domestic effluent of quantity @ 43.2 KLD. • The colonizer informed that they are segregating the kitchen waste and disposing it to the piggery farm and plastic waste is given to the Kabbardia. • The colony has one no. DG set of capacity 150 KVA which is equipped with canopy and stack of adequate height. From the it is clear that the colony is complying with the provisions of the Water Act, 1974. Recommendations: Keeping in view of above, it is recommended that consent to operate under the Water Act, 1974 may be granted to the colony for period upto 31.12.2020 suitable conditions along with that the colonizer will install energy meter and flow meter at the outlet of STP within one month.
