File Note: It is submitted that the subject cited industry is a small scale re-rolling mill and was granted consent to operate under the Water Act, 1974 vide no. R16FGSCTOW3833660 and under the Air Act, 1981 vide no. R16FGSCTOA3833818 dated 22/3/2016, valid upto 30/6/2020 for the manufacturing of Joist / Channels / Angels @ 170 MTD. Now, the industry has applied for obtaining varied consent to operate under the Water Act, 1974 and Air Act, 1981 alongwith requisite documents through OCMMS. The industry has deposited consent fee of Rs. 43,200/- vide UTR. no. 333296911 dated 27/5/2020 and Rs. 43,200/- vide UTR. no. 112550769 dated 27/5/2020 on account of Water Act, 1974 and Air Act, 1981 against the un-depreciated fixed assets of Rs. 347.74 Lacs as on 30/3/2020 as per CA certificate dated 25/3/2020, which is adequate upto 30/6/2024 as per Board's office order dated 29/10/2018. The industry has also deposited NOC fee of Rs. 700/- vide UTR. no. 112550769 dated 27/5/2020 for increase in the value of fixed assets amounting to Rs. 1.21 lacs, which is due to addition of non polluting machinery. It is further submitted that as per circular no. CEE (HQ)/F.No./ 957/2016/59 dated 02/02/2016, the case for renewal of NOC/Consent to operate for Orange & Green category industries is to be processed without visiting the industry, based on self-certification submitted by the industry to the effect that it is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981. Accordingly, the industry has submitted an undertaking that it is complying with the consents granted to it under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 (copy enclosed). The industry has also provided stabilized vehicular movement area on its entry / exit point. The industry has also submission regarding the use of PNG which is reproduced as under: “We are using fuel i.e. producer gas in our re-heating furnace as permissible by PPCB, which is already a environmentally friendly fuel. As such there is no requirement to shift to PNG.” The stack emission sampling of the industry was carried out by this office during the earlier visit to the industry on 31/1/2019. As per the analysis results, the concentration of particulate matter is found to be 55 mg/Nm3, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board. The industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh, prepared by the Deptt. of Town and Country Planning, Punjab. The industry is now complying with the conditions of consents granted to it under the Air Act, 1981 and Water Act, 1981. In view of above mentioned facts, May if approved, recommendations may be sent to SEE, Zonal Office-II, Patiala that the consents to operate granted under the Water (Prevention & Control of pollution) Act, 1974 and the Air Act, 1981 may be renewed to the industry upto 30/06/2024 as the industry is using producer gas / furnace oil as fuel in its re-heating furnace with suitable conditions and special condition that: a) The industry will comply with the CGWA guidelines. b) The industry shall maintain stabilized vehicular movement area, so as to suppress the dust emissions within 2 months. c) The industry shall make sure no black smoke is generated at any time from the stack of the industry. d) The industry will shift to PNG if asked by the Board in future. e) The industry shall get its stack emission done immediately and shall submit the report in this office. f) The industry shall obtain NOC of the Board, if it changes any of its product/capacity of the plant. g) The industry shall operate its present APCD's on being using furnace oil as fuel also.
