• The proposed industry has applied for obtaining Consent to Establish (NOC) for setting up a new hot mix plant in an area of total 14 Kanals -16 Marlas land in Hadbast no. 108 bearing Khasra nos. 80//9 (8-0), 10 (6-16) falling in the revenue estate of Vill. Saiyad Wala, Tehsil Abohar, Distt. Fazilka, which is taken on lease by M/s R.B. Builders through its proprietor Sh. Ramesh Bhola s/o Sh. Jagan Nath, resident of Abohar, Distt. Fazilka for 20 years i.e. from 20.12.2019, valid up to 19.12.2039……………
• The proposed hot mix plant has submitted certificate issued by Tehsildar, Abohar dated 04.06.2020 (the detail is attached vide note dated 29.06.2020 …………..
• The District Town Planner, Ferozepur issued letter vide endst. letter no. 748/DTP(F)/FSP-14-FZK dated 22.05.2020, according to which the site of the hot mix plant falls in the agricultural zone as per Master Plan, Abohar and has issued No Objection Certificate for the establishment of a hot mix plant at Khasra nos. 80//9 (8-0), 10 (6-16) falling in the revenue estate of Vill. Saiyad Wala, Tehsil Abohar, Distt. Fazilka, subject to the conditions mentioned therein….
• The Regional Office has reported that the site was visited on 17.06.2020 and observed as under: -
1. The site of the hot mix plant falls on a link road from Main Sri Ganganagar Road to Village Killianwali in the revenue estate of Village Saiyadwala, Tehsil Abohar, Distt. Fazilka. The site lies 500 meters behind existing large-scale red category industry M/s Punjab Agro Juices Ltd…………
2. There is no Municipal Corporation limit within 5 kms of the site…………..
3. There is no class A town limit within 2 kms…………
4. There is no other town limit within 1 km of the site…………..
5. There is no village phirni, National highway or wildlife sanctuary/zoo within 500 meters of the site……………
6. There is no State Highway, scheduled road, residential area (more than 15 pucca houses), educational institute, historical religious place or protected monument within 300 meters of the site of the industry. ………….
7. No construction work has yet been started at the site…………..
8. The proposed industry has submitted a proposal to install dust collector followed by wet scrubber as an APCD with the hot mix plant, which is adequate in principle…………….
9. The site of the industry is complying with the siting guidelines prescribed by the Board for hot mix plants and is suitable for its establishment…………..
In view of above, if approved, consent to establish (NOC) may be granted to the industry for its establishment in the revenue estate of Vill. Saiyad Wala, Tehsil Abohar, Distt. Fazilka bearing Khasra nos. 80//9 (8-0) and 10 (6-16) subject to usual conditions alongwith the following specific conditions:
1. 1. The industry will comply with the code of practice as prescribed by the Board vide notification no. Admn./SA-2/F.No.178/99/03 dt. 26.04.99 for hot mix plant………
2. This NOC is issued from pollution angle and the industry shall obtain the statutory clearances / permissions from the other Govt. departments, as required………..
3. The industry will install the Air Pollution Control Devices as proposed, simultaneously with the commissioning of the hot mix plant………….
4. The hot mix plant will start its operations only after obtaining consent to operate from the Board under the Water Act, 1974 and the Air Act, 1981…………COMPETENCY:SEE
