The industry was granted ‘Consent to Establish’ under Water Act, 1974 & Air Act, 1981 under Orange Category vide no: CTE/Fresh/LDH3/2017/6210885 dated 04.10.2017, for establishment of steam plant to manufacture Steamed rice @ 04 TPH in a land measuring 16 kanal 2.75 marlas bearing Khasra no: 82//23(3-8), 24 Min(3-11), 25 Min(3-8), 99/3/1/2Min (1-18), 4/1Min(2-0), 5/1Min(1-18) in the revenue estate of village Talwandi Kalan, Tehsil Jagraon, District Ludhiana.
Now, the industry has applied for Fresh ‘Consents to Operate’ under the Water Act, 1974 and Air Act, 1981 on 16.09.2020 under Orange Category through OCMMS for operation of Steamed Plant, rice shelling unit with dryer & sortex machine to manufacture Steamed rice @ 04 TPH or Raw rice @ 04 TPH with dryer & Sorted rice @ 04 TPH. The industry had submitted C.A. certificate dated 04.09.2020 showing value of its gross fixed assets of Rs. 4.42 Crores and had deposited consent fee of Rs. 1,40,400/- vide UTR. no. SAA89620995 dated 10.09.2020 under the Water Act, 1974 & Rs. 1,62,500/- vide UTR. no. SAA89620995 dated 10.09.2020 under Air Act, 1981, which is adequate for period upto 30.09.2029 & 30.09.2032 respectively.
The industry was visited by undersigned on 21.09.2020 and it was observed as under:-
• The industry was not in operation for as paddy milling season not started yet. Minor repair of shelling section was going on.
• The industry is established in same 16 kanal 2.75 marlas land bearing Khasra no: 82//23(3-8), 24 Min(3-11), 25 Min(3-8), 99/3/1/2Min (1-18), 4/1Min(2-0), 5/1Min(1-18) in the revenue estate of village Talwandi Kalan, Tehsil Jagraon, District Ludhiana for which it had obtained NOC from the Board in year 2017.
• The industry has one shelling section and has installed cyclone separator as APCD with this shelling section as per completion drawing submitted by it. APCD was in operationable condition with all dust emitting points connected to the APCD. The industry has provided stack of adequate height with APCD with provision to facilitate emissions sampling. The industry has also submitted air emission analysis report from Board’s approved lab and as per this analysis report, concentration of Particulate Matter is 303 mg/Nm3.
• The industry has installed 01 dryer section. The industry has installed cyclone separator as APCD with paddy cleaner as per the revised feasibility report & completion drawing submitted by it. The industry has provided stack of adequate height with APCD with provision to facilitate emissions sampling.
• The industry has installed rice husk fired boiler of capacity 04 TPH with steam Plant. The industry has provided dust collector followed by cyclone separator as APCD with boiler section as per the completion drawings submitted by it. The industry has provided stack of 60 ft with the boiler after APCD for discharging particulate matter into atmosphere.
• The industry has not provided any pipeline for providing Water into Handis of steam plant, thus, there is no possibility of manufacturing of Saila Rice.
• The industry has provided room type enclosure of size 25’ x 15’ x 15’ closed from three sides for storage of fuel ash generated from its boiler section. Wetting arrangement has also been provided to avoid wind blowing.
• The industry has installed one Sortex machine.
• The industry has provided conical pipe of length 3 feet having diameter varied from 10 Inches to 12 inches at the mouth of the rice husk discharge pipe outside the processing shed.
• The industry has provided enclosure of walls of height 15 ft around storage area of rice husk generated from shelling section and provided pipeline for taking rice husk to the inlet of boiler section. The industry has provided automatic feeding system for feeding of rice husk into FBC furnace of boiler.
• The industry has provided brick paving at vehicular movement area, within its premises.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge the same onto land for plantation/irrigation.
• The industry has planted trees all along its boundary wall and condition of plantation was good.
• The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, may if approved –
a) Fresh ‘Consent to operate’ under the Water Act, 1974 may be granted to the industry for a period upto 30.09.2029 for operation of steamed plant, rice shelling unit with dryer & sortex machine to manufacture Steamed rice @ 04 TPH or Raw rice with dryer @ 04 TPH with dryer and Sorted rice @ 04 TPH with discharge of domestic effluent @ 2.0 Kl/day onto land for plantation after proper treatment, subject to the suitable conditions along with special condition that:
1. The industry will submit capacity certificate from the concerned department/ DFSC within a period of 03 months.
