The subject cited industry has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 through OCMMS mode. Earlier, the consent to operate Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry vide online reference no. CTOA/Renewal/GRP/2017/5510899 dated 04/05/2017, which is valid upto 30/09/2022.
The industry has deposited Rs. 12600/- vide Ch. No. 508281 dated 08/09/2020 & Rs. 14400/- vide Ch. No. 508280 dated 08/09/2020 including Rs. 13500/- as Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 (1800 X 7.5 years), Rs. 6150/- as Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 (increased Rs. 300 X 4 years +Rs. 1800 X 2.75 years), Rs. 1800/- vide Ch. No. 508282 dated 08/09/2020 NOC regularization fee and Rs. 500/- vide Ch. No. 508283 dated 08/09/2020 form downloading fee, which is adequate upto 30/09/2026 against total gross value of fixed assets worth Rs. 11,83,940/- as on 09/06/2020.
The industry has submitted completion certificate issued by PSCST, Chandigarh vide letter no. PSCST/CC/1273 dated 02/07/2020 intimating that the industry has constructed induced draft Brick Kiln with zig-zag firing as per the technology evolved by the Punjab State Council for Science & Technology. The Kiln owner will ensure the implementation of recommended operating practices as per the Feasibility Report (SPL-1456).
The industry was visited by officer of the Board on 06/10/2020 and observed as under:-
1. The industry was not in operation during the visit.
2. The industry has stabilized the peripheral road around the kiln trench with brick bats/keri.
3. The industry has installed platform and ladder with stack for sample collection purpose. Sampling facility installed by the industry is adequate.
In view of the above, may if approved “Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for a period upto 30/09/2025 subject to the suitable conditions along with the special conditions as under:-
1. The project proponent will submit Environmental Compensation, whatever is applicable, as per Govt. Notification dated 28/05/2019 within two months.
2. The project proponent shall comply with code of practice/directions issued by PSCST, Chandigarh.
