File Note: 1. It is intimated that earlier the project proponent had applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 on 15.10.2020, which were sent to Zonal Office for further action. The same were received back un-actioned from the Zonal Office with the observation that the project proponent at that ID has already obtained consents from Regional Office Faridkot. Hence, needs to apply under new ID for the site falling under Regional Office, Bathinda. Accordingly, the said consent cases were returned to the industry for applying a fresh under new ID. 2. As directed above, Now the Project Proponent has applied for fresh consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of mining site in the revenue estate of Village Chak Badhai, Tehsil & District Sri Muktsar Sahib for mining of minor minerals (Sand) @ 24905.17 Ton per year. The details of case are as under:  State Level Environment Impact Assessment Authority (SEIAA), Punjab, Ministry of Environment, Forests & Climate Change, Government of India, has granted environmental clearance to M/s Prime Vision Industries Pvt. Ltd., Noida Dist. Gautam Budhnagar, Utter Pardesh, vide no. SEIAA/2020/3019 dated 09.10.2020 under the EIA notification dated 14.09.2006, for the mining of minor minerals (sand) @ 24905.17 Tons per year in an area of 03.24 hectare, bearing H.B. No. 113, Khasra no. 58//4/1(0-9), 5/2(0-4), 4/2(7-11), 5/1(7-16), 6/1(7-2), 6/2(0-18),7(8-0), 14/2(0-16), 15/2(0-15), 14/1(7-4), 15/1(7-5), 59//1(8-0) & 10(8-0) from outside the river bed, falling in the revenue estate of Village Chak Badhai, Tehsil & District Sri Muktsar Sahib, with the conditions mentioned therein, valid for a period of 03 years.  The Project Proponent has submitted copy of memorandum of article, site plan, flow chart for mining project, copy of letter signed by revenue authorities, Sri Muktsar Sahib and other officers regarding demarcation of the land area, copy of aks sijra and certificate of CA showing total cost of the project as Rs. 1,34,40,593/- as on 13.10.2020. To process the application of the industry, the site was visited by AEE of this office on 17.10.2020 and found as under: - 1. The mining site falls on left side of Sri Muktsar Sahib – Jalalabad Road in the revenue estate of Vill. Chak Badhai. The mining of minor mineral not yet started. 2. The project proponent has made demarcation of the mining site. 3. The project proponent has stabilized the haul road and made arrangements for regular sprinkling at haul road, loading & unloading and at transfer points. 4. The project proponent has not installed any DG set at site. 5. Domestic effluent generated from the portable toilet section is to be treated in septic tank before disposal onto land for plantation. 6. The project proponent has install a weight weighing machine. 7. The Project Proponent has deposited Rs. 25200/- each through online vide R. no. AXTB202867639132 & AXTB202867638924 both dated 12.10.2020 as consent to operate fee under the Water Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, which is adequate for period upto 30.09.2023 under Orange category. The industry has also deposited Rs. 8400/- through online vide R. No. AXTB202867639138 dated 12.10.2020 as NOC regularization fee under the Water Act, 1974 & Air Act, 1981, which is adequate. Keeping in view of the above, it is recommended that the consents to operate under the Water Act, 1974 and Air Act, 1981, may be granted to the project proponent for a period upto 30.09.2023, subject to the suitable conditions along with following special conditions that:- a) The Project Proponent will comply with the conditions of Environmental Clearance granted by State Level Environment Impact Assessment Authority vide no. 3019 dated 09.10.2020. b) The Project Proponent will properly demark mining fencing etc. c) The project proponent will not discharge any trade effluent. Only domestic effluent will be discharged onto land for green belt through septic tank. d) The project proponent will install a weight weighing machine before starting mining activity. e) The project proponent will not discharge any air emissions during mining and transportation of minor minerals. It shall use covered vehicles for transportation of the material and shall regularly maintained the road under use. f) The project proponent will make arrangement for regular sprinkling of water at vehicle movement area to suppress the dust emissions generated during movement of vehicles; and copy of consent be sent to the General Manager cum Mining Officer, Moga intimating that their department will be responsible for compliance of conditions imposed in the Environmental Clearance as granted by State Level Environment Impact Assessment Authority for mining of sand in the present site.
