File Note: It is submitted that the analysis results of the treated effluent sample from the outlet of ETP (RO permeate from second stage RO module) and the outlet of STP, and the emissions samples collected from 07 no. stacks, collected for analysis during the conduct of visit on 03/11/2020, has been received in this office. The online agenda note for the application of the industry has been generated after incorporating the said analysis results and linked with the online application. In view of the facts mentioned in the agenda note, it is recommended that the varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry, for the production capacity of Oil Seals @ 1000000 Numbers/Day & Rubber Compound @ 12000 Kgs/day upto 31.03.2023 subject to the suitable conditions and the following additional conditions: 1. The industry shall regularly operate & maintain its effluent treatment plant (ETP) / sewage treatment plant (STP) and the treated effluent shall be discharged onto land for plantation / irrigation conforming to the effluent standards prescribed by the Board for such discharges. Further, the industry shall maintain proper record regarding the operation of its effluent treatment plant (ETP) / sewage treatment plant (STP) at all times and make it available to the officer of the Board during the conduct of visit, without fail. 2. The industry shall properly operate its effluent treatment plant / sewage treatment plant by maintaining operational parameters such as concentration of MLSS / MLVSS, Alkalinity, concentration of nitrogen, F/M ratio, DO, pH and BOD: N:P ratio in both the aeration tanks and the value of all parameters should be depicted on the display board to be installed in the vicinity of the ETP / STP. The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain or in inland surface water at any time or any other unauthorized place by any unauthorized means. 3. The industry shall explore the possibility of utilization of the MEE condensate for irrigation of green area or as make up in cooling water or any other alternate use, to reduce the load on the MEE rendering decrease in consumption of fuel (HSD) to operate the MEE plant. 4. The industry shall provide cascading between the rinsing water tanks in the phosphating section to minimize the consumption of water for rinsing purposes. 5. The industry shall ensure that the effluent discharged shall conform to the effluent standards laid down by the Board / MoEF&CC from time to time. Further, it shall ensure that no effluent from plantation area is going into any choe / drain directly or indirectly. 6. The industry shall ensure the provisions contained in the guidelines / criteria for abstraction of ground water, notified by the Central Ground Water Authority (CGWA) from time to time and obtain permission from authorities concerned in this regard. 7. The industry shall operate & maintain the air pollution control devices properly, so as to contain all the suspended particulate matter and gaseous emissions within the permissible limits prescribed by the Board / MoEF&CC. 8. The industry shall ensure that the sample collection facility attached with the stacks should be as per guidelines mentioned in EPR-3 norms prescribed by the CPCB. 9. The industry shall ensure that the emissions from the each stack shall conform to the emission standards laid down by the Board / MoEF&CC from time to time. 10. The industry shall re-circulate the entire scrubbing water of the APCD of phosphating section & shall not discharge the same anywhere and shall treat the same in the ETP installed within its premises. 11. The industry shall not consume any fuel except HSD in 6 no. DG sets of capacity 3 x 1010 KVA, 320 KVA, 500 KVA & 125 KVA, in baby boiler of capacity 0.5 TPH installed with the MEE plant and in the hot water generator installed with the phosphating section, without the prior written permission of the Board.
