File Note: • The validity of consents granted to the industry under the Water Act, 1974 & Air Act,1981 was extended upto 31.12.2012 each subject to the additional conditions that :- 1. The treated trade effluent will be entirely used for plantation within and outside the industry by laying proper irrigation/plantation network and no treated trade effluent shall be stored in the storm water storage tank alongwith development of proper green belt around the industry during this period. 2. The industry shall depute its mobile lab for one month on daily basis in the villages falling in wind direction and shall submit analysis data so collected to the Board. 3. The industry shall not store its treated trade effluent in storm water storage tanks under any circumstances. 4. The industry shall display stack monitoring data online during this period. 5. The industry shall get its detailed study from any reputed agency to adjudge the adequacy of pollution control measures taken by it and submit report to the Board. • The industry was given personal hearing before the Hon’ble Chairman of the Board on 16.08.2012 with show cause notice and proceedings of hearing was conveyed to the industry vide letter no. 3404 dt. 30.08.2012 with the following decisions taken by the Competent Authority – 1. The industry shall comply with all the above said conditions during the validity period of the Water & Air consents issued to the industry i.e. upto 31.12.2012. 2. Environmental Engineer, Regional Office, Bathinda shall submit its report/recommendations immediately after stipulated period for taking further necessary action. • Regional Office vide letter no. 6887 dt. 28.12.2012 has forwarded the case for renewal / extension in validity of consents to operate under the Water Act, 1974 & Air Act, 1981 in the prescribed agenda note. • Regional Office reported that the industry was visited by officers of the Board during sampling of effluent & emissions and following observations were made - 1. The green belt developed by the industry in the water block area is still inadequate. 2. The industry has not made proper arrangements for irrigation of the green belt. 3. The domestic effluent from some of the lavatory blocks is transported by tankers mounted on tractors to the STP installed within the premises of industry, however the industry is required to lay proper pipe lines for carrying of sewage to the STP. 4. The odour problem is still not controlled and Regional Office is receiving telephonic calls from the nearby villagers regarding odour generated by the refinery. As such, the industry is required to identify the source of odour problem and its control. 5. The industry has started using treated trade effluent for irrigation of kinnow plants, which is contrary to the conditions of consents granted to the industry. 6. The sampling of ETP and STP was carried out on 13.12.12 and 14.12.12 and the results are within the limits for such discharges onto land for plantation / irrigation 7. The sampling of air emissions from the various stacks of industry was conducted on 04.12.2012, 05.12.2012, 08.12.2012 & 11.12.2012 to 14.12.2012 and the results are within the limits. Keeping in view, the report of Regional Office it is clear that the industry has not complied with the additional conditions imposed by the Board and decisions of the hearing given to the industry before the Hon’ble Chairman of the Board on 16.08.2012.
