<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: .5in; line-height: 150%;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">Now, the industry has applied for obtaining NOC for expansion under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 under orange category for expansion in the production of Raw rice @ 32 MTD along with installation of additional drier. The detail of the case are as under:- </span></p>

It has deposited Rs. Rs 8400/- vide UTR No. UCBAH2215155151 dated 31/05/2022 as NOC regularization fee and Rs. 500/- vide UTR No. UCBAH22151551944 dated 31/05/2022 as application form fee. </span></p>

It has given proposal to install revised cyclone separators along with dimensions, as Air Pollution Control Devices on the sheling section and paddy cleaner section during the operation of plant at enhanced production capacity. </span></p>
<p class="MsoNormal" style="margin-left: .75in; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">The industry was visited by undersigned 09.08.2022 to check compliance and it was observed as under:-</span></p>

<p class="MsoListParagraphCxSpLast" style="margin-left: 95.5pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">The site of the industry does not lie within the limits of any of the Municipal Council/Nagar Panchayat of the District i.e. site of industry falls away from the limits of MC Tarn Taran, MC Patti, Nagar Panchayat Bhikhwind and Nagar Panchayat Khemkaran. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: .5in; line-height: 150%;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">As per order, Govt. of Punjab Science & Technology and Environment dated 15/01/2013, all the rice mix / saila plants located outside MC Limits of the town and city and in the designated areas within the cities established without NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises, if pollution load of the existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; line-height: 150%;"><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; color: red;"><span style="mso-tab-count: 1;"> </span></span><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">In view of the above, the site of industry lies outside the limits of any local body and it has proposed suitable air pollution control devices during the operation of plant at enhanced capacity, <span style="mso-spacerun: yes;"> </span>it is therefore recommended that consent to establish (NOC for expansion) under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for one year period for expansion/installation of paddy drier @ 32 MPD alongwith cyclone as APCD, subject to suitable conditions and specific as under <span style="color: red;">.</span></span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">NOC expansion is valid for only carrying out expansion in the existing machinery within the existing premises and the industry shall not carry out expansion in the land area without prior permission of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">The industry is liable to change/update Air Pollution Control Devices as an when asked by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">The industry shall submit rice production capacity certificate from concerned department/agencies before applying for consent to operate under Water Act, 1974 and Air Air Act, 1981. </span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 10.5pt; line-height: 150%; font-family: 'Arial','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi;">The industry shall always comply with code of practice as framed in the policy dated 15.10.2013 for rice sheller units. </span></p> |
