CTOW/Fresh/BAR/2019/11462130 dated 15/11/2019 and under the Air Act, 1981 vide no. CTOA/Renewal/BAR/2020/13739097 dated 22/09/2020, both valid upto 30/09/2022, for manufacturing of Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material, under orange category in the name of Smt. Amita Goyal, proprietor.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 & the Air Act, 1981, for production of <span style="background: white;">Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material, under orange category in the name of Smt. Priya Goyal, proprietor.</span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; background: white; mso-bidi-language: PA;">The industry has submitted copy of the Registry in the name of Smt. Priya Goyal. The industry has also submitted an affidavit by Smt. Amita Goyal stating that she has sold the rice sheller unit to Smt. Priya Goyal and has no objection in transfer of consents or any other license in her name.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; background: white; mso-bidi-language: PA;">The industry has not submitted the air emission sampling reports. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has deposited Rs. 7200/- vide UTR/ Ref. No. SDL110017432 dated 02.08.2022 and Rs. 900/- vide UTR/ Ref. No. SDL110123474 dated 04.08.2022 under the Water Act, 1974 & Rs. 7200/- vide R. No. SDL110017385 dated 02.08.2022 and Rs. 900/- vide UTR/ Ref. No. SDL110123595 dated 04.08.2022, under the Air Act, 1981. Which is adequate up to 30/09/2024, as per CA certificate showing the value of fixed assets of Rs. 63.15 Lacs as on 31/07/2022.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The industry has further submitted an undertaking that the consent to operate to my rice sheller unit be granted based on the undertaking submitted by me, therefore, in case during the visit to the industry in future, the entire contents of the undertaking or any part of this undertaking is found false, the Board shall be free to take action against the unit under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry has also submitted undertaking regarding updation of APCD from time to time, in future when and required by PPCB or Punjab Govt. As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green & white categories" which also includes the consent period for which the consents are to be granted to red, orange & green category industries for five years, ten years & 15 years respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 02.02.2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. Further, it is intimated that there is no change in the underappreciated value of the fixed assets.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 63.8pt; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;">No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-US" style="font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Keeping above in view, it is recommended that consent to operate granted under the Water Act, 1974 & under the Air Act, 1981 may be renewed up to 30/09/2024 for manufacturing of <span style="background: white;">Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material, under orange category</span>, subject to certain conditions to be mentioned therein.</span></p> |
