CTOW/Fresh/BAR/2018/7751294 dated 18/07/2018, valid upto 30/09/2021 and under the Air Act, 1981 vide no. CTOA/Fresh/BAR/2018/7751225 dated 18/07/2018, valid upto 30/09/2022, for manufacturing of Sorted Raw Rice (without Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH as raw material, with certain conditions mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>Now, the industry has applied for varied consent to operate under Water Act, 1974 and the Air Act, 1981 for production of Sorted Raw Rice (with Dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH as raw material, the rice sheller has submitted compliance report of the conditions of the consent earlier granted to it under the Water Act, 1974 and the Air Act, 1981. The industry has submitted completion certificate regarding installation of cyclone separator as APCD with Dryer Section from M/s Laj Engineering Corporation, Barnala.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>The industry has also deposited Rs. 18,000/- deposited through online vide R. No. 508395170 dated 09/08/2022 under Water Act, 1974 and Rs. 18,000/- deposited through online vide R. No. 163013251 dated 09/08/2022 under the Air Act, 1981 against the value of assets of Rs. 66.83 lacs as per CA certificate dated 06/08/2022. The industry has also deposited Rs. 1,100 vide vide R. No. 163013251 dated 09/08/2022 as NOC regularization fee. The fee is adequate upto 30.09.2027. The industry has also deposited the sample collection & testing fee i.e. Rs. 10,266/- for shelling & dryer section vide R. no. 25/5492 dated 09.08.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>The Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated 15/10/2013 has notified siting guidelines for new/existing rice sheller unit, which is reproduced as under for any expansion/modernization in the existing rice sheller unit. “All the rice mills / saila plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises, if pollution load of existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required.” <span style="mso-tab-count: 3;"> </span></span></p>

It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.</span></p>

Therefore, no revised building plan is required.</span></p>
<p class="MsoNormal" style="margin-bottom: 8.0pt; text-align: justify; line-height: 107%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 107%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>Thus, the site of Rice Sheller is suitable for the installation of Dryer The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; background: white;"><span style="mso-tab-count: 2;"> </span>Keeping in view of above, it is recommended that varied consent to operate (CTO) under Water Act, 1974 and Air Act, 1981 may be granted up to 30/09/2027 and 30/09/2027, respectively, for the production of Sorted Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, subject to the suitable conditions as per policy of the Board and a special conditions that the industry shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month, after commissioning of the unit in the coming season.</span></p> |
