It is submitted that the of filling station is a small-scale green category unit and the project proponent has submitted the application for obtaining consent to establish (NOC) of the Board for setting up of Petrol and Diesel filling station having capacity of Petrol and Diesel @ 5000 Ltr/day in the name & style of its supplier- M/s Guru Nanak Filling Station, in the revenue estate of Village Killa Bharian, Longowal, District Sangrur along with requisite documents through OCMMS of the Board.              The project proponent has submitted the copy of registry showing that the proposed site falls in the revenue estate of Village Killa Bharian, Longowal, District Sangrur bearing Khasra no. 53//12/1(2-0), 53//12/2(0-3), 19/3/1(1-0) measuring total land 03 kanal 03 marle.              The project proponent has deposited NOC fee of Rs. 1900/- vide UTR. No. 415749688 dated 31/07/2022 against the value of fixed assets mentioned in project report of Rs. 20.54 lacs, which is adequate for one year.              The project proponent has also submitted the site / location plan approved by the Sh. Mangeet Singh, Asst. Manager(Engg.) Retail, Bharat Petroleum Corp. Ltd. Jind Road, Sangrur.              It is worth to mention here that Central Pollution Control Board has framed siting guidelines for setting up of new petrol pump/filling station vide memo no. B-13011/1/2019-20/AQM/10822 dated 07/01/2020 and same are as under:-                "In case of siting criteria for petrol pumps/ filling station, new Retail Outlets shall not be located within a radial distance of 50 meters (from fill point dispensing units vent pipe whichever is nearest) from schools, hospitals (10 beds and above) and residential areas designated as per local laws. In case of constraints in providing 50 meters distance, the retail outlet shall implement additional safety measures as prescribed by PESO. In no case, the distance between new retail outlet from schools, hospitals (10 beds and above) and residential area designated as per local laws shall be less than 30 meters. No high tension line shall pass over the retail outlet. Now, the Board vide endt no. 15172-78 dated 06.07.2021 has issued the guidelines for CNG retail outlets/dispensing stations being established in the State of Punjab, in which, it has been stated that guidelines perscribed by CPCB for petrol pumps/retail outlets vide memo no. B-13011/1/2019-20/AQM/10822 dated 07/01/2020 shall be followed, till any specific guidelines for CNG retail outlets/dispensing stations are received. These guidelines are supplementary to all existing relevant Rules. Guidelines Order: etc."                The project proponent has got certificate issued from the office of SDM, Sangrur vide no. 360 dated 18.07.2022 stating that no  school, 10 bedded hospital and residential area falls in the radius of 50 mtr from the proposed site.               To verify the facts, the proposed site of the Petrol and Diesel filling station was visited by AEE of this office on 06/08/2022 and it was observed as under: - 1. The site falls in revenue estate of Village Killa Bharian, Longowal, District Sangrur. 2. There is no school, hospital, 15 pucca houses within 50-meter radius of the proposed site. 3. There is no high tension line passing over the proposed site of Petrol and Diesel filling station. 4. The project proponent has proposed to install DG of capacity 15 KVA, equipped with canopy and adequate stack height. 5. The project proponent will not be generating any trade effluent. Domestic effluent is proposed to discharge onto land for plantation after passing through septic tank.              From the above, it is clear that proposed site for the setting up of Petrol and Diesel filling station comply with siting criteria prescribed by the CPCB & suitable for the establishment of the same at the proposed site.                Keeping in view of above, it is recommended that the project proponent may be granted consent to establish (NOC) for establishment of Petrol and Diesel filling station of capacity 5000 ltr/day, with suitable conditions as per policy of the Board and following special conditions that:- 1. The filling station shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and complying with the said rules. 2. The filling station will submit on site emergency plan to the Board and also prepare of side emergency plan as per the Manufacturing, Storage & Import of Hazardous Chemical Rules, 1989. 3. The filling station will not carry out any process at the site i.e., automobile servicing, repairing and painting etc. which creates water & air pollution without prior written permission of the Board. 4. The filling station will comply with the Punjab Regional Town Planning & Development Act, 1995 and will obtain necessary approval. 5. The filling station will obtain NOC from Petroleum & Explosive Safety Organization, Govt. of India and comply with the certain conditions mentioned therein. 6. The filling station will comply with the guidelines of I.R.C: 12-2009. 7. The filling station shall install DG set equipped with canopy / acoustic chamber so as to comply with noise standards prescribed under the Noise (Pollution & Control) Rules, 2000. For the installation of diesel generated set of capacity more than 10 KVA, filling station shall obtain consent to operate of the Board under the provisions of the Air (Prevention & Control of Pollution) Act, 1981. 8. The outlet will obtain permission from all concerned Departments. A copy of the NOC may be also sent to the District Magistrate, Sangrur for information, please.
