It is submitted that the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SGR/2020/12451419 dated 05/08/2020 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SGR/2020/12450846 dated 05/08/2020, both valid upto 30/09/2024 for manufacturing of Cotton, Blended Yarn & Acrylic Yarn @ 100 Metric Tonnes/Day by using Raw Cotton, Acrylic / Synthetic Fibre @ 132 Metric Tonnes /Day as raw material, with certain conditions mentioned therein.                     Now, the industry has applied for obtaining consents to establish(NOC) for expansion of its unit for manufacturing of additional Cotton, Blended Yarn & Acrylic Yarn @ 15 Metric Tonnes/Day (Total after expansion Cotton, Blended Yarn & Acrylic Yarn @ 150 Metric Tonnes/Day by using Raw Cotton, Acrylic / Synthetic Fibre @ 18 Metric Tonnes /Day (Total after expansion Raw Cotton, Acrylic / Synthetic Fibre @ 128 Metric Tonnes /Day) as raw material.                  The industry is increasing its production capacity in its existing premises by constructing new shed and machinery.                   The Master Plan of Ahmedgarh has not been yet notified. The site of the industry is falls under local planning area of Ahmedgarh. The industry has not increased any land and has proposed expansion in its existing premises only. The industry has already obtained CLU issued by Chief Town Planner, Punjab vide Memo No. 4055/CTP(pb)/SP-432 dated 08.06.2011 for land measuring 79 bigha 14 biswa and has now obtained Classification of land use issued by DTP Sangrur vide letter no. 1113 dated DTP(s) / LPAHG-143 dated 13/07/2022, mentioning that the site of the industry will likely to be adjusted in industrial zone in Master Plan of Ahmedgarh. The industry has proposed to install new and more efficient machinery be replacing ring frame machinery with Air Jet (Vortex) machine. The industry is also installing Luwa make humidification plant to control dust & waste removal system. As per feasibility report issued by M/s Ion Exchange India Ltd., the industry has proposed to upgrade its existing STP-1 of capacity 375 KLD to 600 KLD by installing new pumps, blowers and conversion of aeration tank to Fluidized Media Reactor (FMR) tank.<span lang="EN-US" style="font-size: 12.0pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Tahoma; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;"> The industry has proposed expansion in its existing premises only. The industry has deposited Rs. 84,000/- Vide UTR. No. SBIN322103396869 dated 13.04.2022 against the additional fixed assets of Rs. 8746.63 lacs, which is adequate for one year. <span lang="EN-US" style="font-size: 12.0pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Tahoma; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">  The industry was visited by AEE of this office on 22/07/2022 and it was observed as under:- <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">1.      The industry was in operation as well as both the STP installed by industry were in operation. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">2.      The industry has started construction of new Shed & the part of machinery as well as equipments of STP were arrived at the site. The industry has proposed expansion in its existing premises only. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">3.      Rotary filters has been  installed by the industry as APCDs to control fluffs and same were in operation. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">4.      The industry has installed Ambient Air Quality Monitoring Stations(AAQMS) in its premises and the same were found in operation. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">5.      No trade effluent is generated from the process and the industry is re-circulating the entire cooling water used for humidification purpose. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">6.       The industry is discharging its treated domestic effluent onto land for plantation, within the premises after treatment. <span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">7.       The industry is having one no. DG set of capacity 1525 KVA, 3 no. 1000 KVA each & one no. 3912 KVA and were lying in acoustic room with adequate stack height. Further, two no. DG sets of capacity 1525 KVA & 500 KVA which were without acoustic enclosures were found sealed by the Board. From the above, it is evident that the site is suitable for expansion and the industry is complying with the provisions of the Water Act,1974 & Air Act,1981. <span lang="EN-US" style="font-size: 12.0pt; font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: PA;">                In view of the above, it is recommended that consents to establish(NOC) for expansion of its unit for manufacturing of additional Cotton, Blended Yarn & Acrylic Yarn @ 15 Metric Tonnes/Day (Total after expansion Cotton, Blended Yarn & Acrylic Yarn @ 150 Metric Tonnes/Day by using Raw Cotton, Acrylic / Synthetic Fibre @ 18 Metric Tonnes /Day (Total after expansion Raw Cotton, Acrylic / Synthetic Fibre @ 128 Metric Tonnes /Day) as raw material with suitable conditions as per the policy of the Board’s and with a special condition that the industry shall be bound to abide with the decision of the Department of Town & Country Planning, if site of the unit falls in non-designated  area during finalization of Master Plan of Ahmedgarh.
