RO has reported that the project proponent has applied for CTE under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 with requisite documents for manufacturing of Plastic Flakes 98 Ton/Day. The details of the case are under:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -0.25in; line-height: normal;">1.    The industry has submitted PSIEC allotment certificate, wherein Plot No. 27, Phase-1, Focal Point, Goindwal Sahib measuring 4000 sq. yard is to the name of Sh. Suriender Singh. Further it has been submitted rent aggrement dated 18.05.2022 between Sh. Suriender Singh and M/s Earthcheck Recycler wherein the Plot No. 27 Phase-1, Focal Point, Goindwal Sahib has been leased to the later for a period upto 28/02/2023. During visit Sh. Ankit Jain, Partner of the firm informed that they have purchased the plot from Sh. Suriender Singh (Sale Deed Attached), however the allotment of plot to the name of firm will take 2 to 3 months. As such they have drawn a lease agreement for the time being as mentioned above <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -0.25in; line-height: normal;">2.    The project proponent has submitted feasibility cum project report, wherein the manufacturing process of the industry will be as under:- <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; line-height: normal;">Plastic waste scrap collection from scrap dealers – Selection & Sorting – Grinding – Washing – Plastic Flakes Manufacturing. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; line-height: normal;">          It has proposed Effluent Treatment Plant of capacity 05 KLD for treatment of effluent generated from the washing of plastic scrap. The component of ETP consist of Bar Screen - Oil & Grease Trap - Flash Mixer - Primary Clarifier/ Settler - MBBR Tank - Secondary Clarifier/Settler - Flash Mixer/Reaction/ Polishing Tank - MULTI GRADESAND FILTER  - ACTIVATED CARBON FILTER. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: 0.5in; line-height: normal;">Further it has proposed dust collector as APCD with stack of adequate height above roof level for arresting of particulate matter generated during the shredding/grinding process. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -0.25in; line-height: normal;">3.    In the feasibility cum project report the proposed gross fixed assets of the industry will be Rs 1.97 Crore. Accordingly it has deposited Rs. Rs. 8400/- vide UTR/Ref. No. KKBKH22153749708 dated 02/06/2022 as NOC regularization fee and Rs. 500/- vide UTR/Ref. No. KKBKH22153749698 dated 02/06/2022 as application form fee, adequate for a period upto one year. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; line-height: normal;">   The site was visited by officer of the Board on 05.08.2022 and observed as following:- <p class="MsoListParagraphCxSpFirst" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -0.25in; line-height: normal;">1.    The site is located in the Focal Point area of Goindwal Sahib and covers an area of 4000 Sq. Yards. <p class="MsoListParagraphCxSpLast" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; margin-bottom: 0.0001pt; text-indent: -0.25in; line-height: normal;">2.    The project proponent has carried out boundary of the site and was in the process of construction of building shed. No machinery has been installed at the site.   Since the proposed site falls in the Focal Point area/designated industrial zone of goindwal sahib therefore no CLU/compliance of siting guidelines is required in this case. Further the industry has proposed appropriate wastewater treatment as well as APCD, RO has recommended that:- The consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be  granted to the industry for production of Plastic Flakes 98 Ton/Day subject to the suitable conditions and specific as under:- 1.    The project proponent shall submit the allotment certificate to the name of firm from PSIEC, in this office within period of 02 months. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal;">2.    The project proponent shall submit building plan approved by the concerned authorities i.e. Director of Factories or any other authority. <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal;">3.    The project proponent shall obtain registration under the Plastic Waste Management Rules, 2016, simultaneously alongwith consents to operate.  <p class="MsoListParagraphCxSpMiddle" style="color: #5d5d5d; font-family: Verdana, Arial, Helvetica, sans-serif; text-align: justify; background-color: #ffffff; text-indent: -0.25in; line-height: normal;">4.    The project proponent shall not operate the unit without obtaining consent under Water Act, 1974 and Air Act, 1981 and it will submit dimensional drawings/adequacy certificate of the ETP/APCD installed. 5.    The project proponent shall not use any single use plastic item as well as polythene carry bag in plastic scraps as raw material in any case.
