<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">t is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/SGR/2019/11358941 dated 15/10/2019 and the Air Act, 1981 vide no. CTOA/Renewal/SGR/2020/13740878 dated 23/09/2020, both valid upto 30/09/2022, for manufacturing of Sorted Raw Rice (without Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category under the name & style of M/s Durga Rice Mills, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>The rice sheller was sold by Smt. Radha Rani W/o Sh. Gopal Sakshi S/o Hari Ram, Sh. Munish Kumar s/o Sh. Gopal Sakshi s/o Sh. Hari Ram and Sh. Namees Kumar S/o Sh. Khuspal s/o Sh. Biraj Lal <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>r/o Dhuri, Tehsil Dhuri and District Sangrur and director of M/s Durga Rice Mills, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur to M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur and has submitted an affidavit dated 08/08/2022, wherein it is mentioned that he has sold rice sheller on 03/08/2022 to M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur. The industry has also submitted the new registered sale deed of the rice sheller in the name of M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>The rice sheller has not changed in production capacity and has not added any new land, building and Plant & Machinery in its premises.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-spacerun: yes;"> </span>Now, the industry has applied for fresh consent to operate under the Water Act, 1974 & varied consent to operate under the Air Act, 1981, for production of Sorted Raw Rice (without Dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, as raw material under orange category under the name & style of M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>Further, Sh. Deepak Garg S/o Munish Kumar r/o Dhuri has also submitted an affidavit dated 08/87/2022, wherein it is mentioned that he has purchased rice sheller on 03/08/2022 in the name and style of M/s M R Agro Industry. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>The industry has deposited Rs. 6600/- deposited through online vide UTR No. 904942155 dated 10/08/2022, which is adequate up to 30/09/2023 under the Water Act, 1974 & Rs. 8200/- (Rs. 6600/- as Air Consent fee + Rs. 1100/- NOC Fee + Rs. 500 application form fee) deposited through online vide UTR No. 341531848 dated 10/08/2022, which is adequate upto 30/09/2023 under the Air Act, 1981 against the value of fixed assets of Rs. 94.57 lacs as per CA certificate dated 04/08/2022. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>The industry has also submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. The industry has not changed in its production capacity. The industry has only sold to new firm and has applied in the name & style of M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>To verify the facts, the site was visited by undersigned on 16/08/2022 and it was observed as under:-</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">1.<span style="mso-spacerun: yes;"> </span>The industry was not in operation during visit, due to off season.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">2.<span style="mso-spacerun: yes;"> </span>The industry has covered all the processing sheds.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">3.<span style="mso-spacerun: yes;"> </span>The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">4.<span style="mso-spacerun: yes;"> </span>The industry had provided cyclone separator as APCD with shelling section with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">5.<span style="mso-spacerun: yes;"> </span>The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">6.<span style="mso-spacerun: yes;"> </span>The industry has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US">7.<span style="mso-spacerun: yes;"> </span>The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>It is pertinent to mention here that the Board vide Office Order No. 59 dated 09/08/2014 has decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site / premises of the industry, in order to facilitate the industry. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>It is further added here that the Board vide its letter no. SEE(HQ-II)2018/9982-10003 date 27/03/2018 as requested to strictly follow the consent validity criteria for grant of consents to red/orange/green categories industries for 05 years, 10 years & 15 years, respectively </span></p>
<p class="MsoNormal" style="text-align: justify;"><span lang="EN-US"><span style="mso-tab-count: 2;"> </span>In view of above, it is recommended that consent to operate granted under the Water Act, 1974 may be granted upto 30.09.2023 & the Air Act, 1981 may be transferred upto 30.09.2023 for manufacturing of Sorted Raw Rice (without dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH under orange category under the name & style of M/s M R Agro Industry, Bagrian Road, Village Bardwal, Tehsil Dhuri, Distt. Sangrur, subject to certain conditions to be mentioned therein.</span></p> |
