It is submitted that earlier the industry was granted consent to operate under the Water Act, 1974 & the Air Act, 1981 vide no. CTOW/Renewal/MOG/2019/9507699 & CTOA/Renewal/MOG/2019/9507690 dated 10.04.2019 valid upto 30.09.2023, respectively for operation of the unit to manufacture raw rice with dryer @ 4 TPH along with conditions mentioned therein. Now, the project proponent has applied for obtaining consent to establish (NOC) for expansion of the Board from pollution angle through OCMMS by installing new parboiling unit within existing premises for manufacturing of raw rice with dryer @ 96 TPD (existing), parboiled / steamed / raw rice with dryer @ 96 TPD (proposed), raw rice with dryer @ 48 TPD (proposed) along with sortex machine of capacity @ 240 TPD (proposed), the details of the case is as under: 1.    The industry has submitted feasibility report of parboiling plant to be installed within existing premises and proposed to install 2 no. dryer, paddy de-husker 4 no.,  cone polisher 6 no., paddy separator 2 no., silky 2 no. and 6 no. handies along with sortex machine. 2.    The industry has submitted feasibility report of ETP of capacity 100 KLD [consist of : CIVIL WORK : collection tank > screen chamber > oil & grease trap > Equalization- Neutralization Tank > sump (treated water tank) > SAFF reactor (aeration tank) > sludge drying beds AND MECHANICAL WORK FOR ETP : chemical tank with mixers > Flash mixer > flocculator > Primary tube settler > secondary tube settler > Graded filtration cum Coalescence column (PSF) > Adsorption Tower (ACF)] to be installed within existing premises regarding treatment of waste water generated during process and will be disposed off onto land for plantation / irrigation purposes. 3.    The industry has submitted copy of letter issued by EO, Fatehgarh Panjtoor vide no. 379 dated 20.05.2022, stating that the site of the industry falls outside the MC limits of Fatehgarh Panjtoor. 4.    The industry has submitted project report, detail of which is as under: Particulars                     Existing          Proposed        Total Land                   :         8.48              0.00              8.48 Building               :         19.82             22.00             41.82 Plant & Machinery :         56.68             74.50             131.18 Total                  :         84.98             96.50             181.48 Accordingly, the industry has deposited NOC regularization fee of Rs. 5600/- vide UTR / Ref. No. 614213970 dated 08.08.2022, which is adequate.   Thereafter, the industry was visited by undersigned on 17.08.2022 and it was observed as under: 1.    The industry was not in operation during visit and it has not started any construction activity of the proposed machinery. 2.    No high-tension wire passes through the site. 3.    The industry has installed 01 no. shelling line, and 01 no. dryer in its premises. 4.    The industry has installed cyclone as APCD with shelling section with the adequate stack height and sampling arrangement. 5.    The industry has provided brick wall of adequate length with 10' height opposite husk discharge storage area and wire mesh of 5' height has been provided above the said wall, incompliance to code of practice prescribed by the Govt. vide order dated 15.10.2013.5. 6.    The industry has provided brick paving roads within the premises. 7.    The industry is being discharged only domestic effluent and same is being disposed off onto land for plantation after septic tank.   The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries.   Keeping in view of the above, it is recommended that the consent to establish (NOC) for expansion within existing premises of the industry for manufacturing of raw rice with dryer @ 96 TPD (existing), parboiled / steamed / raw rice with dryer @ 96 TPD (proposed), raw rice with dryer @ 48 TPD (proposed) along with sortex machine of capacity @ 240 TPD (proposed), may be granted to the industry for a period of one year with suitable conditions and specific conditions as under: 1.    The industry will submit prior schedule for operation of parboiling section to produce saila rice and stabilize the effluent treatment plant, well before the re-commissioning of parboiling section so as to ensure proper treatment of trade effluent from the said section for achieving the standards prescribed by the Board for such type of industries/discharges. 2.    The industry will ensure to depute technical person (s) for maintaining / stabilization / operation of ETP, failing which application for further operation of ETP will not be considered. 3.    This consent is granted subject to the submission of analysis report of effluent samples by the industry from the Board’s lab within a period of two months after commissioning of the industry for operation of parboiling plant viz-a-viz achievement of effluent standards as prescribed by the Board for such type of industry/discharges as per said analysis report. 4.    The industry shall always maintain the plantation area, so as to dispose off the treated effluent in efficient manner whenever it operates the Parboiling plant. 5.    The permission is granted from pollution angle and shall obtain all clearances from other departments. 6.    The industry is bound to comply with guidelines of Department of Town and Country planning, Punjab. 7.    The industry is bound to comply with the zoning regularizations of Master Plan as and when notified and Board will not be liable for any loss incurred in case site falls under non-conforming zone. 8.    The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 9.    The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:- Code of Practices: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
