It is submitted that the industry has applied for obtaining consent to establish (NOC) from pollution angle for manufacturing of LED Downlight @ 10 Numbers/Day, SPOT Light @ 250 Numbers/Day, Panel Light @ 400 Numbers/Day, LED lamp @ 500 Numbers/Day, Flood Light @ 200 Numbers/Day, Street Light @ 20 Numbers/Day, LED wall light @ 180 Numbers/Day, LED cob light @ 350 Numbers/Day, LED strip @ 200 Numbers/Day, LED Concealed Light @ 2100 Numbers/Day, LED Foot light @ 60 Numbers/Day, Track Light 80 Numbers/Day by using Printed Circuit Boards @ 15000 Numbers/Day, LED chips @ 300000 Numbers/Day, Aluminium Housing @ 4000 Numbers/Day, Plastic Housing @ 8000 Numbers/Day, Wires 4" Size @ 30000 Numbers/Day, Single PC Corrugated Box @ 15000 Numbers/Day, Springs @ 30000 Numbers/Day, Integrated Circuits @ 15000 Numbers/Day, Capacitors @ 15000 Numbers/Day, Diods @ 15000 Numbers/Day, CBB Poly @ 15000 Numbers/Day as raw material for discharge of domestic effluent @ 3 KLD onto land for plantation after septic tank under green category along with requisite documents.  The industry has also submitted Change of land, DTP letter, land documents, project report along with the application. The industry has deposited Rs. 6400.0/- vide Receipt No. 542060917 dated 26.04.2022 & Rs. 6400.0/- vide Receipt No. 115981230 dated 20.08.2022 as NOC fee against the project cost of Rs.  141.54 lakh as per application form submitted by the industry, which is adequate for three years. The industry has submitted land use classification letter vide no. 219 dated 12.02.2021 from District Town Planner, Patiala in which it was mentioned that site falls under the industrial zone of the zoning regulation of Master Plan, Rajpura. The industry has already obtained CLU for an area of 0.695 acres from Department of Town & Country Planning, Punjab vide memo no. 1405-STP(P)/SP-327 dated 25.05.2021 wherein it has been mentioned that the site of the industry falls in industrial land use zone of notified Master Plan, Rajpura. As per zoning regulations of Master Plan, Rajpura, this unit is permissible in this Land Use Zone. The industry has submitted that the plastic and aluminium components will be outsourced from vendors and after casting through pressure die and moulding, including assembling mounting the diodes, securing, fitting, testing and packaging. As per the project proposal there is no trade effluent/process emission generation. The domestic effluent to be generated shall be passed through septic tank and one no. DG set of capacity 82.5 KVA with adequate stack height and canopy shall be provided by the industry. The site has been visited by AEE on 01.09.2022 and observed that the proposed site falls on left side of Jansua road to Vill. Khadola in the revenue estate of Vill.  Niamatpur, Tehsil Rajpura, Patiala. The civil work regarding construction of building is under progress and the industry has demarked the proposed site with boundary wall. As per project proposal, it has been observed that the industry shall install injection moulding machine, pressure die cast for assembling, moulding, fitting purposes. The operations fall under green category of industries as per categorisation carried out by Board. The competency to decide the case lies with EE, Regional Office being green category and small scale unit. Keeping above in view it is recommended that consent to establish (NOC) from pollution angle may be granted for one year with usual conditions and special condition as under: <span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">1.<span lang="EN-US" style="font-size: 10.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry shall not commission its unit without obtaining consent to operate as required under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. <span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">2.<span lang="EN-US" style="font-size: 10.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 10.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The industry shall obtain necessary statutory permissions/clearances from all other concerned departments. 3.    The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 4.    The industry shall not carry out any wet process, as such, it shall not generate and discharge any kind of trade effluent. 5.    The industry shall not install any boiler/furnace in its premises without prior permission of the Board. 6.    The industry shall not install any other machinery resulting in generation of trade effluent/source emissions without prior permission of the Board.
