<p>It is intimated that the PP was granted Consent to Establish’ (NOC) vide letter no. CTE/Fresh/LDH3/2021/15932861 dated 04.06.2021, which is valid upto 30.06.2022 for cold storage of Potato, Fruits &Vegetables @3218 MT/Year.</p>
<p>Now, The project proponent vide its application, received through OCMMS, has applied for obtaining ‘Consent to Operate for the same. The PP has submitted requisite documents alongwith consent fee for 04 years. The PP has also submitted a request letter to grant CTO for 04 years only. The PP has deposited Rs 33600/- as air consent fee vide UTR no. BKIDN22153479553 dated 02.06.2022, Rs 33600/- as water consent fee and Rs 500 as application form fee vide UTR no. BKIDN22235222179 dated 23.08.2022 against the CA certificate of 3.60 crores. The consent fee deposited by the PP is valid upto 31.03.2026 under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.</p>
<p> Now, the unit was visited by the officer of this office on 01.09.2022 and observed that the unit was in operation and has stored around 3000 MT of potatos. The D.E is being discharged into septic tank followed by plantation. No T.E is being generated. The project proponent has obtained change of land use for “industrial purpose” for an area of 18 Kanals 17 Marlas (2.36 Acres) bearing khasra no. 46// 12/2(1-08), 13/2(6-09), 14/2(6-09), 18/2/1(1-07), 19/1/1(0-13), 15/2/1 (1-06) & 17/1/1 (1-05) in the revenue estate of village Bazurg, Tehsil Jagraon, District Ludhiana from Senior Town Planner, Ludhiana vide his memo no. 942/STP(L)/TW12-A dated 16.04.2021. As per report of the Senior Town Planner, the site falls in Notified Local Planning Area, Sidhwan Bet (2017-37). The Senior Town Planner, Ludhiana has granted permission for C.L.U. for “Cold store” as per the provisions of the “The Punjab Regional & Town Planning & Development Act, 1995”. Thus, the site is suitable for establishment of such type of units and CLU has already been obtained by the project proponent from the concerned department.</p>
<p> Keeping in view the above, it is recommended that ‘Consent to operate’ under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the PP upto 31.12.2025 subject to the suitable conditions alongwith following special conditions:</p>
<p>1. The project proponent will comply with all the conditions imposed by the Senior Town Planner, Ludhiana’s vide his memo no. 942/STP(L)/TW12-A dated 16.04.2021.</p>
<p>2. The project proponent will comply with all the conditions of Notified Local Planning Area, Sidhwan Bet (2017-37).</p>
<p>3. The project proponent will shift from its present location to confirming zone if in future there is any change in Notified Local Planning Area, Sidhwan Bet (2017-37) or if it comes under non-confirming zone as per Statuary/Non-Statuary Master Plan notified in future.</p>
