CTE/Fresh/SGR/2018/8266887 dated 24.08.2018 valid upto 23.08.2019 for establishment of rice sheller for the production of Sorted Raw rice (without Dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH with suitable conditions. Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 &amp; Air Act, 1981 for the production of Sorted Raw rice (without Dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Earlier, the application for obtaining fresh CTOs under both the Acts was returned due to non-submission of approved building plan from the competent person under the Factories Act, 1948. <span style="mso-spacerun: yes;">&nbsp;</span></span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Now, the industry has re-submitted its application for obtaining fresh CTOs under both the Acts and has submitted compliance report of the conditions of the NOC earlier granted to it under the Water Act, 1974 and the Air Act, 1981.&nbsp;&nbsp;The industry has also submitted the approved building plan from the competent person under the Factories Act, 1948. </span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The rice sheller was commissioned November, 2018 as per information given in the application form. Accordingly, industry has deposited Rs. 39,600/- through online vide R. no. 144506971 dated 03.10.2021 under the Water Act, 1974 &amp; Rs. 39,600/- <span style="mso-spacerun: yes;">&nbsp;</span>through online vide R. no. 675995715 dated 03.10.2021 under the Air Act, 1981. Further, after deducting total penalty fee Rs. 28,800/- (14,400/- under the each Act), the consent fee deposited by the industry is adequate up to <strong style="mso-bidi-font-weight: normal;">30/11/2025 </strong>under both the Acts against the fixed assets of Rs. 74.61 Lacs as on 29.08.2022 as per CA certificate dated 30.08.2022.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry has submitted completion certificate after the installation of the machinery with required APCDs from M/s Advanced Environmental Consultant.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry has also obtained CLU from DTP, Sangrur vide letter no. 2128 DTP(S)/ RSB-1 dated 04/10/2018, wherein, it has been mentioned that the rice sheller can be established in the land bearing Khasra no. 6//22 (7-0), 9//2 (7-0), measuring 14 Kanal 0 Marla in the revenue estate of Village Sekha, District Barnala on the name of M/s Maa Sharda Rice Trader, Nilowal road, Village Chhajla, Tehsil Sunam, Sangrur.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry was visited by AEE of this office on 05.09.2022 to verify the contents of the consent application and it was observed as under:-</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">1. The industry was not in operation, due to off-season.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">2. The industry had covered all the processing sheds.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">3. The industry had provided separate cyclone separator as APCD with shelling section with adequate stack height to control the process emissions. All the dust emitting points are hooded and connected to the cyclone separator.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">4. The industry had provided brick road from main gate of the industry to the rice husk area for the movements of vehicles.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">5. The industry had made plantation along the boundary wall of the rice sheller.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">6. The industry had provided brick wall of 10 feet height and wind screen of 5 feet height over the said wall, in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">7. The industry had no source of trade effluent generation and only domestic effluent is being discharged onto land for plantation after septic tank.</span></p> <p class="MsoNormal" style="margin-left: 14.2pt; text-align: justify; text-justify: inter-ideograph; text-indent: -14.2pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">8. The industry had earlier deposited Rs. 7,198/- vide R. No. 81/4856 dated 23.11.2021 as sampling fee in advance.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Further, Govt. Of Punjab (Department of Science, Technology and Environment) vide its notification endst no. 10/200/2020-STE(5)/223516 dated 05.08.2021 has issued following guidelines issued for setting up of new rice shellers and saila plants in the State of Punjab: -</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">Note:</span></p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">1)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">For new rice shellers/saila plants coming within the distance of 1.5 kms to 2 kms from the local body limits, stringent emission standards of 350 mg/Nm3 shall be applicable.</span></p> <p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style';"><span style="mso-list: Ignore;">2)<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">For the units established or being established beyond 2 kms from the local body limits, the emission standards of 750 mg/Nm3 as prescribed in the order dated 15.10.2013 shall remain applicable.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In this case, as per the record file, the industry has not carried out any addition in land area of rice sheller unit for which earlier NOC was obtained and no municipal limits is located within 2 km distance from the site of rice sheller unit. Hence, the APCD i.e. cyclone separator is adequate as per the completion certificate to achieve emission standards of 750 mg/Nm3.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;From the above, it is evident that the industry was complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology &amp; Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 as well as the provisions of the Water Act, 1974 &amp; the Air Act, 1981. As per office order No. 461 dated 31/12/2013.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The competency for grant of consents to the rice shellers with or without dryer and saila plants lies with the Environmental Engineer of the Regional Office. </span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>In view of above, If approved, fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry upto <strong style="mso-bidi-font-weight: normal;">30/09/2025</strong> for manufacturing of Sorted Raw rice (without Dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH as raw material, with suitable conditions as per policy of the Board and special condition that the industry shall submit the sampling report within one month from the start of the paddy season.</span></p>
