A)   The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2022/17493697 dated 01.01.2022 & under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2021/16385257 dated 24.09.2021, both were valid upto 30.06.2022 for dyeing of PC Clothes @2000 kgs/day, dyeing of garments @300 nos/day and discharge of treated dyeing effluent @ 100 KLD into sewer after treatment through ETP and domestic effluent @ 0.8 KLD into sewer with special condition that the industry shall get its effluent samples analyzed from Board’s lab within 01 month. B)   Thereafter, the industry was visited by AEE of this office on 29.04.2022 and during visit, continuous black smoke was observed from the stack of the boiler. Report of the same sent to Zonal Office-II, Ludhiana vide enoting no.18637097 dated 03.05.2022. Accordingly, the industry was given personal hearing before the Member Secretary of the Board on 30.06.2022, wherein it was decided as under: 1)   The industry shall install mechanical feeder and water scrubber in line with the existing APCD, within one month, positively. 2)   The industry shall maintain and operate its air pollution control device (APCD) regularly and efficiently alongwith rotary valve, so as to achieve the stack emission standards consistently as prescribed by the Board/ MoEF&CC and also ensure not to emit black smoke under any circumstances. 3)   The Environmental Compensation amounting to Rs. 50,000/- (Rs. Fifty Thousand) is imposed upon the industry on the best judgment practices for the violations under the Air (Prevention & Control of Pollution) Act, 1981. The industry shall deposit the same in the office of Environmental Engineer, Regional Office-3, Ludhiana, within 07 days. 4)   It was made clear to the proprietor of the industry that if the industry was found emitting black smoke in future, then closure orders will be issued against the industry, without any further notice/opportunity of hearing. 5)   The industry shall apply for obtaining renewal of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981, within 10 days. 6)   Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry, verify the compliances made by it, process the consent application on merits and send the report/ recommendations, immediately after one month. 7)   Further action in the matter will be taken on the receipt of report from Environmental Engineer, Regional Office-3, Ludhiana. C)   Now, the industry has deposited Environmental Compensation of Rs. 50,000/- vide DD no. 785876 dated 02.09.2022. D)  The industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for dyeing of PC Clothes @2000 kgs/day, washing of garments @300 nos/day and discharge of trade effluent @ 100 KLD & domestic effluent @ 0.5 KLD into CETP 50 MLD conveyance system. The industry has submitted share certificate from the Punjab Dyers Association (Tajpur Road module) for discharging 100 KLD effluent into CETP of 50 MLD. The industry has deposited Rs. 4040/- (2940/- water + 1100 NOC) vide UTR No. SDL111140215 dated 18.08.2022 under Water Act, 1974 & Rs. 2940/- vide UTR No. SDL111140085 dated 18.08.2022 under Air Act, 1981, which is adequate upto 30.06.2027 under each Act. E)           The industry was visited by AEE of this office on 01.09.2022 and it was observed as under:- 1.    The industry was in operation during the visit. 2.    The industry has installed 4 soft flow dyeing machines of capacities 250 kg X2 & 250 kg X 2 for dyeing of polyester fabric. Out of which 50% machinery i.e. 1 soft flow of 250 Kg and one 450 kg already sealed by the Board. The industry has now removed 250 Kg sealed machines from its premises. 3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 240 KLD from its total 12 chambers. However, the industry has granted 100 KLD shares of CETP, hence the discharge of the industry is 140 KLD more than the allotted shares of CETP. Hence 58 % machinery of the industry is required to be seal & 50 % machinery already sealed by the Board and 10 % margin can be accepted. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l4 level1 lfo2; tab-stops: 512.6pt; margin: 0in 4.7pt .0001pt .5in;">4.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 5.    Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. 6.    The industry is using solid wood pieces as fuel in its furnace and mechanical feeder for crushed fuel is yet to be provided by the industry. 7.    The water scrubber is provided by the industry & its piping work was under process during visit.   F)   In view of above, it is recommended that: 1.    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted for one year for the discharge of trade effluent & domestic effluent @ 100 KLD into conveyance system of CETP 50 MLD subject to the condition that:- (i)      The industry will connect its domestic sewage with the CETP conveyance system with single metered outlet for trade effluent and domestic effluent within 01 month. (ii)    The industry will install EMF at inlet water supply also within 01 month. (iii)   The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (iv)   The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (v)    The industry shall maintain the record of flow meter installed at outlet leading to CETP. (vi)   The industry shall not generate/discharge trade & domestic effluent more than 100 KLD without obtaining prior permission of the Board.
