<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">It is submitted that the industry was earlier granted varied consent to operate under the Water Act, 1974 vide no. CTOW/Varied/SGR/2019/11121478 dated 02/10/2019 & consent to<span style="mso-spacerun: yes;"> </span>operate under the Air Act, 1981 vide no. CTOA/Renewal/SGR/2020/13433003 dated 15/09/2020,<span style="mso-spacerun: yes;"> </span>both valid upto 30/09/2023, for operation of rice sheller unit of capacity 1.0 TPH to produce Sorted Raw rice (without Dryer), by processing Paddy @ 1.50 TPH as raw material, subject to certain conditions mentioned therein.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">Now, the industry has applied NOC for expansion under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 of rice sheller unit by installing additional machinery to produce Sorted raw rice with dryer @ 5.0 TPH by processing paddy @ 7.5 TPH as raw material in its existing premises at Dhura Road, Dhuri, District Sangrur.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">The industry has deposited of Rs. 1800/- deposited through online Vide. UTR No SBIN522221119215 dated 09/08/2022 for the expansion project cost of Rs. 17.75 lacs, which is adequate for one year.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">The industry has submitted the feasibility report prepared by M/s Laj Engineering Corporation, Barnala. As per the feasibility report the APCD already provided with the shelling section but the industry has proposed to install new cyclone separator as APCD. Further, the industry has also proposed to provide separate cyclone as APCD with its dryer section to carry the process emission load.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">The Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 has notified siting guidelines for new/existing rice sheller unit, which is reproduced as under for any expansion/modernization in the existing rice sheller unit.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">“All the rice mills / saila plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand / modernize within their existing premises, if pollution load of existing unit has been effectively taken care of bythe industry and no specific approval of District Town Planner will be required.”</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">The industry has submitted certificate issued from MC, Dhuri vide its letter No. 466 dated 16/05/2022 in which mentioned that the Khasra No. 2772/7-8-0, 2740/1-4-10, 2739/2-4-0, 2772/3-10-0, 273/7-3-0 falls outside the MC limit of Dhuri. The details mentioned in the MC letter are same as per record of this office.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">To verify the compliance of consent conditions earlier granted to the industry & the code of practice, the industry was visited by undersigned on 12/09/2022 and it was observed as under:-</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">1.<span style="mso-tab-count: 1;"> </span>The industry was not in operation. The work for installation of additional machinery to increase in production capacity was under progress in its existing premises.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">2.<span style="mso-tab-count: 1;"> </span>The industry has also started installation of dryer in its premises</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">3.<span style="mso-tab-count: 1;"> </span>The industry has covered all the processing sheds.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">4.<span style="mso-tab-count: 1;"> </span>The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">5.<span style="mso-tab-count: 1;"> </span>The industry has provided cyclone as APCD along with stack of adequate height to control the process emission from shelling section. All the dust emitting points were connected to the cyclone</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">6.<span style="mso-tab-count: 1;"> </span>The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point and has provided jalli of 5 feet height above the brick wall in front of the discharge point of rice husk area.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">7.<span style="mso-tab-count: 1;"> </span>The industry has no source of trade effluent generation and the industry has provided septic tank for treatment of domestic effluent to be generated from toilets / washrooms. It has also made plantation along boundary wall to utilize treated domestic effluent after septic tank.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">8.<span style="mso-tab-count: 1;"> </span>The site of rice sheller unit is located outside the Municipal Limit of Dhuri. As such, the site of rice sheller unit is suitable for expansion for installation of additional machinery, as per notification dated15/10/2013.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">9.<span style="mso-tab-count: 1;"> </span>The industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013 and conditions of consent earlier granted to it under the provisions of the Water Act, 1974 & the Air Act, 1981.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">From the above, it is evident that the site of the rice sheller is suitable for its expansion. The competency for grant of consent to establish(NOC)/consent to operate to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.</p>
<p class="MsoNormal" style="margin-left: 0in; text-indent: .75in;">Keeping in view of above, it is recommended that consent to establish (NOC) for expansion may be granted to the industry for installation for production of sorted raw rice @ 5.0 TPH with dryer by processing of paddy @ 7.5 TPH as raw material in its existing premises:</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall obtain permission for abstraction of ground water as per guidelinesissued by the Punjab Water Regulation and Development Authority (PWRDA).</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after passing through septic tank.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not install, saila plant, boiler furnace or DG set in its premises, without prior written permission of the Board.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall get the performance of APCD monitored from Board's lab within one month from its commissioning in the coming season and shall submit the analysis report to the Board were in 07 days, thereafter.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall upgrade/install its Air Pollution Control Device as per feasibility report<span style="mso-tab-count: 1;"> </span>submitted by it.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall compliance with the code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated 15/10/2013 at all the times in true letter& spirit.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall be bound to achieve stack emission standards laid down by the CPCB and amended from time to time.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall not carry out any addition in the land area, for the proposed expansion of the unit.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry will submit revised building plan for the construction of new building in the premises for the proposed expansion of the unit.</p>
<p class="MsoNormal" style="margin-left: 1.0in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]-->The industry shall obtain varied consents to operate under the Water Act, 1974 & the Air Act,1981 before commissioning the unit in expanded capacity.</p> |
