1.     The Rice Sheller is a small scale orange category unit. 2.     The Rice Sheller was granted consent to establish under Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH2/2018/7613537 dated 20/08/2018 expired on 19/08/2019 for production of raw rice along with drier of capacity 19.5 MTPD by processing of paddy @ 30 MTPD. Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. As per C.A certificate dated 28.08.2022, the total assets of the industry are Rs. 143.60/- Lacs. The industry has deposited Rs. 84000/- vide UTR No. 61284562 dated 15.09.2022 under Water Act, 1974 and Rs. 84000/- vide UTR No. 600426826  dated 15.09.2022 under Air Act, 1981 & Rs. 8400/- as NOC regularization fees. The fee deposited by the industry is adequate upto 30.09.2028.   <span style="font-size: 14.0pt; line-height: 115%; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d; mso-bidi-language: PA;">        The industry was visited by AEE of this office on 16.09.2022 and observed that: - 1.      The industry was not in operation during the visit due to off season. 2.      The industry has installed 1 No. of Shelling section and Dryer section each attached with separate cyclone separator as APCD. 3.      The industry has submitted completion certificate of  the APCD. 4.      Stacks of adequate height are provided after both the APCDs. 5.      The industry has constructed brick wall of 10 ft along the husk area. The installation of sheets of height 5 ft over brick wall was going on. 6.      The movement area has been stabilized with brick roads. 7.      The industry has provided septic tank to treat its domestic effluent. 8.      The industry is complying with the conditions of notification of Punjab Govt. for code of practice of rice sheller                         The industry falls in orange category and the competency to decide the case lies with Environmental Engineer.              Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act 1981 may be granted to the industry upto 30.09.2027 with usual conditions and special conditions that:- 1.           This consent is valid for production of production of raw rice along with drier of capacity 19.5 MTPD by processing of paddy @ 30 MTPD 2.           The industry shall get its stack emission sampling of dryer section from Board’s lab within 15 days of start of coming paddy season, 2022. 3.           The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. i)      All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii)   The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. v)   The management and handling of rice husk in the rice shelling units should be done as under: a)           All the rice shelling units shall provide paved/brick roads/cement concrete roads/metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b)          The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c)           The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d)          The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e)           Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f)            During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 4.     The industry shall comply with CGWA guidelines. 5.     The industry will amend its APCD as per amendment (if any) in policy of the Board 6.     The industry shall provide additional plantation all along the boundary wall of the unit within 15 days and submit compliance in this regard to the Board immediately thereafter. 7.     The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 8.     The industry shall dispose of the dust contained by APCD in an environmentally sound manner. 9.      The industry shall provide proper storage facility for ash generated from dryer furnace. 10.            The industry shall dispose of the ash generated from dryer furnace in an environmentally sound manner. 11.            The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season. 12.            The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards. 13.            The industry will shift to designated zone within the stipulated time or any amendment in the timeline as per the policy of the Govt.
