<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is small scale, orange category hosiery/washing unit. Earlier, the industry was granted consent to operate under Water Act, 1974 and Air Act, 1981, valid upto 20.12.2022 and 30.09.2022, respectively for manufacturing of shawls & stoles @ 100 Kgs/day without washing process discharge only domestic effluent @ 10 KLD into sewer.</p>
<p style="text-align: justify;">Directions u/s 33-A of the Water Act, 1974 were also issued to the PSPCL authorities to restore electric supply temporarily for six month i.e. upto 20.12.2022 vide letter no. 4127-30 dated 21.06.2022 alongwith directions to seal the washing machinery of the industry.</p>
<p style="text-align: justify;">The electric connection of the unit was also disconnected by PSPCL and the washing machinery of the industry was also sealed by Regional Office during the visit on 03.08.2022.</p>
<p style="text-align: justify;">Now, the industry has applied for varied consent to operate under Water Act, 1974 & renewal of consent to operate under the Air Act, 1981 for manufacturing of Shawls & Stoles @ 100 Kg/ day with washing process to discharge of trade effluent @ 8.5 KLD into sewer after treatment through ETP & domestic effluent @ 10 KLD into sewer. The industry had already deposited consent fee, which is adequate upto 30.06.2026 (Water) 31.12.2024 (Air).</p>
<p style="text-align: justify;">The industry has submitted that up-gradation work of ETP is completed and ready to start the washing process and requested allow to operate the washing process, de-seal the washing machinery of the industry and to restore the electric connection of the industry permanently.</p>
<p style="text-align: justify;">The industry was visited by the AEE of RO on 01.09.2022 and it was observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry was carrying out only dry process weaving, knitting and pressing operations, only.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The washing section was not in operation & same was lying sealed.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has upgraded its ETP by installing new secondary tube settler, carbon & Sand filter, blower & dosing tanks.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has also submitted that feasibility report regarding up-gradation of ETP, which is principally adequate.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has installed DG set of cap. 250 KVA with canopy.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has not installed any boiler. It has installed very small electric heater in steam pressing section.</p>
<p style="text-align: justify;">As per the DTP certificate issued vide letter no. 3774 dt. 30.12.2011, the unit falls in industrial mix zone and is in operation at this location before July 2007. Moreover, the industry has also obtained the continuity certificate u/s 79 of Punjab Regional Town and Development Act Amended 2016 from MC, Ludhiana vide letter no. 1292 dt. 05.06.2018, for the operation of unit at this location upto August, 2023.</p>
<p style="text-align: justify;"> Keeping the above in view, it is recommended that request of the industry may be considered and:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1) <!--[endif]-->Varied ‘Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2023 with suitable conditions and with special conditions that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->a) <!--[endif]-->The industry shall operate its ETP regularly and efficiently, so as to achieve the standards prescribed by the Board and get the effluent samples analysed from Board within one month.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->b) <!--[endif]-->The industry shall comply with the directions issued by the Punjab Govt vide notification dated 10.10.2019 regarding segregation of trade effluent into MC sewer in this period.</p>
<p style="text-align: justify;">2) Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 to the PSPCL Authorities may be issued to restore the electricity supply of the industry temporarily for further upto 31.03.2023.</p>

<p style="text-align: justify;"><!-- [if !supportLists]-->3) <!--[endif]-->Directions may be issued to de-seal the washing machinery of the industry.</p>
