<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">The industry is small scale red category unit and was granted consent to operate under the Water Act, 1974 and Air Act, 1981, both valid upto 30/05/2022 with certain conditions.</p>
<p style="text-align: justify;">Now, the industry has applied renewal of consent to operate under the Water Act, 1974 and Air Act, 1981. The industry has deposited consents fee, which is adequate upto 30.06.2023 under both Acts.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by AEE of RO on 30.08.2022 and it was observed as under:-</p>
<p style="text-align: justify;">1. The industry was in operation and is engaged in acid pickling and wire drawing.</p>
<p style="text-align: justify;">2. The industry has made an agreement with CETP operator i.e. M/s JBR Technologies Pvt. Ltd, Ludhiana for lifting of effluent @ 1,000 Liter/Month.</p>
<p style="text-align: justify;">3. The industry has installed water meters on the source of fresh water supply and reading was noted be 63.260 KL during the visit.</p>
<p style="text-align: justify;">4. The industry is maintaining the record of water consumed in the process. The water meter reading on 01.03.2022 was noted to be 57.620 KL. As such the industry has consumed 5.64 KL of fresh water in the process since 01.03.2022 and as per the lifting receipts it has got lifted 06 KL to M/s JBR Technologies Pvt. Ltd, Ludhiana.</p>
<p style="text-align: justify;">5. The industry has provided storage tank of capacity approximately 2000 Liter and approximately 1200 Ltr effluent was present in the storage tank.</p>
<p style="text-align: justify;">6. Domestic effluent is being discharged into sewer.</p>
<p style="text-align: justify;">7. The industry has provided separate register and is maintaining the record of water consumption in process as well as effluent lifted by M/s JBR Technologies Pvt. Ltd., Ludhiana.</p>
<p style="text-align: justify;">8. The industry has installed one heater with forging hammer.</p>
<p style="text-align: justify;">9. The industry is complying with conditions previous consent granted to it.</p>
<p style="text-align: justify;">RO was requested to clarify that the fresh water consumption in the process is 5.64 KL since 01.03.2022 and as per the lifting receipts it has got lifted 06 KL to M/s JBR Technologies Pvt. Ltd, Ludhiana, which shows that the industry is manipulating the record. </p>
<p style="text-align: justify;">RO has submitted the reply that the industry is engaged in wire drawing and pickling with H2SO4. The water meter reading on 01.03.2022 was noted to be 57.620 KL. As such the industry has consumed 5.64 KL of fresh water in the process since 01.03.2022 and as per record maintained by the industry; it has consumed 0.9 KL of acid in process from 01.03.2022 to 31.08.2022. Therefore the total effluent generated is 5.64+0.9=6.54 KL approximately out of which 06 KL effluent has been lifted by the CETP operator. Further, it is intimated that the before 01.03.2022, approximately 1000 Ltr. effluent was present in the storage tank, which was carried over to March, 2022 reading. Therefore, total effluent to be lifted is 6.54+1=7.54 KL out of which 06 KL has been lifted and 1.2 KL was found in the storage tank. The remaining effluent of 0.34 KL may be considered as evaporation loss etc.</p>
<p style="text-align: justify;">In view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2023 with suitable conditions.</p>
