File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">The industry is a small scale red category dyeing and printing unit. Earlier the industry was granted consent to operate under Water Act, 1974 and Air Act, 1981, which are valid upto 30.06.2024 for the production of printed polyester knitted cloth @ 4 TPD and dyed polyester cloth @ 1.2 T/day with disposal of trade effluent @ 35 KLD (out of which 15 KLD to be reused back into process mainly in printing section and balance 20 KLD will be discharged onto land for plantation) and domestic effluent @ 0.7 KLD onto land for plantation after treatment through septic tank.</p> <p style="text-align: justify;">Thereafter, the industry has added a boiler and was given personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 23.12.2021, wherein it was decided as under:-</p> <p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">1.&nbsp;&nbsp;&nbsp; </span><!--[endif]--><span lang="EN-US">The industry shall apply for 'consent to establish' (NOC) for expansion under the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981, within 07 days. </span></p> <p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">2.&nbsp;&nbsp;&nbsp; </span><!--[endif]--><span lang="EN-US">Environmental Engineer, Regional office-3, Ludhiana shall visit the site of the industry, verify the contentions made by the industry in its reply, process 'consent to establish' (NOC) for expansion application of the industry and send the report alongwith recommendations, within 10 days. </span></p> <p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">3.&nbsp;&nbsp;&nbsp; </span><!--[endif]--><span lang="EN-US">Further action in the matter will be taken after receipt from Environmental Engineer, Regional office-3, Ludhiana.</span></p> <p style="text-align: justify;">The industry applied for varied consent to operate under Air (Prevention &amp; Control of Pollution) Act, 1981 for added boiler and was granted upto 13.06.2023. Further, vide letter no. 4781 dated 14.07.2022, Regional Office were requested to seal the dyeing machine, which is out of order and also to collect the stack emission samples. Accordingly, the dyeing machine was sealed by RO on 16.08.2022 and report was sent vide no. 5344 dated 14.08.2022.</p> <p style="text-align: justify;">&nbsp;Now, the industry has applied for varied consent to operate under the Water Act, 1974 and Air Act, 1981 for the production of printed polyester knitted cloth @ 4 T/day and dyed polyester cloth @ 1.8 T/day with the disposal of trade effluent @ 45.0 KLD (15 KLD reused back into process in printing section and 30 KLD onto land for plantation) and domestic effluent @ 0.7 KLD onto land for plantation after treatment through septic tank.&nbsp;The industry had already deposited consents fee, which are adequate upto 30.06.2026 under both Acts. &nbsp;&nbsp;&nbsp;</p> <p style="text-align: justify;">The industry was visited by the AEE of RO on 09.09.2022 and it was observed that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation and the same was engaged in the process of printing and dyeing of fabric.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has one rotary screen printing machine in the printing section and 03 soft flow machines of capacity 200 kg each for the dyeing of fabric in dyeing section. Out of the 03 soft machines 01 machine was found sealed.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed one thermo-pack of capacity @ 1500000 kcal/hour and one boiler of capacity 1.5 T/day with separate multi cyclone separators as APCD. The industry has also installed one steam generator inside the premises. The industry has provided common stack with the boiler, steam generator and thermopac.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has provided one DG set of capacity 160 KVA equipped with canopy and adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted the air emission sample analysis report from the SIMA lab as per which the concentration of particulate matter is 293 mg/Nm3, which is within the prescribed limit of 500mg/Nm3.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Earlier the effluent sample from the outlet of ETP was collected on 22.11.2021 and the same was sent to the Board&rsquo;s lab for analysis. As per the results received from the lab, the results of various parameters are as under:-&nbsp; pH=7.7, TSS mg/l=36, TDS mg/l= 1034, COD mg/l= 104, BOD mg/l=22, O&amp;G mg/l=4.4, Sulphide= BDL, Phenolic Compound= BDL, Ammonical Nitrogen mg/l=6.8, Total Chromium= BDL and SAR = 3.8. As per the analysis report, all the parameters are within the limits prescribed by the Board.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry had already submitted the feasibility report of ETP of capacity 60 KLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The treated effluent is being discharged onto land for plantation and a part of the treated effluent is being reused for the washing of printing screens. The industry has changed the location of its plantation area. The industry has submitted the copy of registries as well as rent deed of new plantation area. The industry has provided fresh sapling in plantation area.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has provided total plantation area of about 4500 sq yard, which is adequate enough to manage the discharge @ 30 KLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10.&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has requested to de-seal its one soft flow dyeing machine as it had adequate capacity to treat the additional effluent as well as adequate plantation to manage the discharge to be generated from the operation of additional machine.</p> <p style="text-align: justify;">&nbsp;In view of the above, it is recommended that:-</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Varied consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted to the industry for the generation of trade effluent @ 45 KLD and disposal of TE@ 30 KLD onto land for plantation and TE @ 15 KLD for reuse in printing process upto 30.06.2026 with usual conditions and to de-seal one soft flow dyeing machine of the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Varied consent to operate under Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2026 with usual conditions.</p> <p style="text-align: justify;">Competency : SEE, ZO-2, Ludhiana</p>
