<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that, the Municipal Corporation, Ludhiana has installed a modernized slaughter house at Haibowal Dairy complex, Ludhiana & the same was granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2021/14917039 dated 18.10.2021 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2021/14946587 dated 18.10.2021 both consents were expired on 31.03.2022 for slaughtering of sheep, goat & pig (01 Shift) @ 575 Nos/day & poultry Birds @ 16000 Nos./day and for the disposal of trade effluent @ 180.0 KLD into sewer after treatment through ETP and domestic effluent @20 KLD into sewer, with the usual conditions and additional conditions that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->MC, Ludhiana shall install rendering plant, within a period of three months. Till, then it may dispose off its solid waste of slaughter house to the authorized agency only, which is having adequate capacity as well as requisite permissions/NOC/consents of the State Pollution Control Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->MC, Ludhiana shall get its OCEMS connected, immediately and send the compliance report of the same in the office of Environmental Engineer, Punjab Pollution Control Board, Regional Office-3, Ludhiana within 15 days.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The increase in capacity may only be considered, when MC, Ludhiana shall make alternate arrangements for discharge of its increased effluent i.e. either onto land for plantation or make ZLD system. For this, MC, Ludhiana shall submit proposal to the Board.</p>
<p style="text-align: justify;">Thereafter, the slaughter house was visited by the AEE of RO on 09.03.2022 and during the visit effluent sample was collected from inlet and outlet of the ETP installed at slaughter house. As per the analysis report, the results of some parameters were not meeting with the prescribed effluent discharge standards. Further no rendering plant was installed by the Municipal Corporation, Ludhiana alongwith the slaughter house. Accordingly show cause notice for violation of the provisions of the Water Act, 1974 with an opportunity of personal hearing before the Chairman of the Board on 10.06.2022 was issued to the Municipal Corporation, Ludhiana. During the hearing following decisions were taken:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Municipal Corporation, Ludhiana shall apply for obtaining authorization under Hazardous & Other Waste Rules, 2016, within 07 days.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Municipal Corporation, Ludhiana shall install EMF and get the OCEMS connected with the Boards server, within 07 days and send the compliance in the office of Environmental Engineer, Regional Office-3, Ludhiana, thereafter.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Municipal Corporation, Ludhiana shall submit a proposal to install rendering plant and install the same within 2 months under any circumstances. No further time will be given, thereafter.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->Environmental Engineer, Regional Office-3, Ludhiana shall visit the slaughter house, carry out sampling, verify the compliances, process the consent applications and authorization application on merits and send the report/recommendations, within 10 days.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->Further action in the matter will be taken after receipt of report from Environmental Engineer, Regional Office-3, Ludhiana.</p>
<p style="text-align: justify;">In compliance of the decisions of the personal hearing, the Slaughter House was visited by the AEE of RO on 26.08.2022 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The Slaughter House was in operation and slaughtering of birds were going on at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The Slaughter House has installed ETP to treat its trade effluent generated from process and same was in operation. Effluent sample was collected and all the parameters were within the limit prescribed by the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The Municipal Corporation, Ludhiana has neither installed rendering plant with the slaughter house nor submitted any proposal to the Board for the installation of the same till date.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The Municipal Corporation, Ludhiana has neither installed EMF at the final outlet of the ETP nor connected the OCEMS with the server of the Board till date.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The Municipal Corporation, Ludhiana has submitted the extended bank guarantee of Rs. 01 lac valid upto 30.03.2023 in this office, which was earlier imposed as an assurance to operate the ETP regularly and to achieve the effluent.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The Municipal Corporation, Ludhiana has not applied for obtaining the authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 till date.</p>
<p style="text-align: justify;"> Now, the slaughter house has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the slaughtering of Raw meat (03 Shifts) @ 30000 Nos/day & poultry Birds (03 Shifts) @ 48000 Nos./day and for the disposal of trade Effluent @ 540.0 KLD into sewer after treatment through ETP against the previous quantity of 180 KLD without doing any alternate arrangement for the mode of disposal of its increased effluent i.e. ZLD or onto land for plantation and domestic effluent @ 50 KLD into sewer. The slaughter house had already deposited consent fees, which are adequate upto 31.12.2024 under both Acts.</p>
<p style="text-align: justify;">Further, the CPCB vide letter no. B-SH/IPC-IV/2021-22/12439/12484 dated 14.01.2022 had issued certain directions under section 18 (1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for the slaughterhouses operating under the jurisdiction of SPCBs/PCCs including that:-</p>
<p style="text-align: justify;">“To install Rendering Plant (dry) along with blood coagulator for processing of animal waste.”</p>
<p style="text-align: justify;">These directions were issued by the Board to the Municipal Corporation, Ludhiana vide Board’s letter no. 2070 dated 05.04.2022.</p>
<p style="text-align: justify;">As such the Municipal Corporation, Ludhiana has not installed the rendering plant with its slaughter house till date, hence failed to comply with the directions issued by the CPCB and PPCB till date. The municipal corporation Ludhiana has applied for the increased discharge @ 540 KLD into sewer against the previous quantity of 180 KLD without doing any alternate arrangement for the mode of disposal of its increased effluent i.e. ZLD or onto land for plantation.</p>
<p style="text-align: justify;">In view of the above, it is recommended that show cause notice for the refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 with the opportunity of personal hearing before the Competent Authority of the Board may be issued to the Municipal Corporation, Ludhiana.</p>
