<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"> It is intimated that the industry is a large scale red category unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Renewal/LDH3/2017/5420990 dated 01.07.2017 & Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH3/2017/5420952 dated 01.07.2017, both are valid upto 31.03.2022 under the name and style of M/s Eastman Mattcast Ltd. (Formerly M/s Magma Mattcast Ltd.), Humbran Mullanpur Road, Humbran, Distt. Ludhiana.</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;">Now the industry has applied for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents under the changed name and style of M/s Perfect Mettcast Private Limited and has deposited consents fee, which is adequate upto 30.01.2024 under both acts. </p>
<p style="text-align: justify;"> The industry was visited by AEE of this office on 21.09.2022 and it was observed that:-</p>
<p style="text-align: justify;">1. The industry was in operation for production of casted material.</p>
<p style="text-align: justify;">2. The industry has provided 02 borewells one at entrance gate and second at backside of sheds.</p>
<p style="text-align: justify;">3. Rain water along with CO2 sand (water dark grey in colour) was discharged into borewell 1 near entrance gate.</p>
<p style="text-align: justify;">4. Rain water mixed with waste oil of CNC and VMC machines was discharged into borewell 2 at backside of CNC shed.</p>
<p style="text-align: justify;">5. Water samples from both borewells were collected and sent to Zonal Lab Ludhiana for analysis.</p>
<p style="text-align: justify;">6. The industry has provided STP of capacity 40 KLD for treatment of domestic Water. Industry is a very labour intensive unit and has provided STP for treatment of domestic waste water. However, STP was not in operationable condition and untreated water is stored in an open tank of size about 80 square yard.</p>
<p style="text-align: justify;">7. The industry has constructed underground pucca storage tank for the untreated effluent of size 9'x9'x6.5'. During visit, the tank was completely filled. The industry has made agreement with M/s JBR Tech. Pvt. Ltd. @ 15000 ltrs/month for the disposal of untreated trade effluent. The industry is lifting its effluent from anodizing section to M/s JBR Technologies Pvt. Ltd. However no record is maintained regarding water consumption as flow measuring device provided at water usage point is not working.</p>
<p style="text-align: justify;">8. The industry has provided three inductions of capacity 500 kg/hr, 500 kg/hr and 1000 kg/hr. The industry has provided common duct with all three furnaces. Common bag filter as APCD has been provided with all induction furnaces. The industry has provided stack of adequate height after APCD. Two induction furnaces of capacity 500 Kg / hour and 1000 Kg / hour in operational condition and 3rd induction on standby.</p>
<p style="text-align: justify;">9. The industry has not provided side hood suction technology, the side hood technology is mandatory for capacity more than 1 TPH. The furnace of industry is 1 TPH and 0.5 TPH. </p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;">1. ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 applied by the industry may be refused.</p>
<p style="text-align: justify;">2. Directions u/s 33-A of the Water Act, 1974 may be issued for closure of the unit without giving any opportunity of personal hearing, please.</p>
