<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">The industry is a large scale red category electroplating unit and was granted consent under Water Act, 1974 valid upto 31.03.2022 for manufacturing of products Fasteners and sheet metal components @ 25 Metric Tonnes/Day. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">Now, the industry has applied for renewal of consent to operate under Water Act, 1974 with requisite documents for same production capacity. The industry has submitted the details of increase in fixed assets and has also deposited NOC regularization fees. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">The industry was visited by officer of the Board on 26.09.2022 and it was observed as under:- </span></p>

Ltd., Ludhiana for the quantity of 300000 Ltr/month. </span></p>

Pvt. Ltd. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">As per the record maintained by the industry, the industry has consumed 299500 Lts, 293000 Ltr and 246500 Ltr in the month of July, August and September (upto 26.09.2022) and has got lifted 280000 Ltr, 300000 Ltr and 220000 Ltr in the above months respectively. About 15000 Ltr was found in the storage tank of capacity 20000 Ltr during the visit. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">As such the industry is getting the trade effluent lifted in synchronization with the fresh water consumed as observed during the visit considering the evaporation losses. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">The industry has also installed STP for the treatment of domestic effluent and the same is being discharged onto land for plantation after treatment through STP. The industry has installed water meter at the outlet of STP and is maintaining the record of the same. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">It is informed that a meeting was taken by Chairman of the Board regarding adoption of Zero Liquid discharge system by the pickling/electroplating/surface finishing units on 21.12.2021, wherein, it was decided that all the pickling/electroplating units generating trade effluent more than 150 KL/month and disposing their effluent to CETP for electroplating units installed at Phase-8, Focal Point, Ludhiana shall adopt complete ZLD system within 6 months. The above industry is generating approx. 300 KL/month of effluent on average and is covered under purview of the decision taken by the Board and is required to install complete ZLD system and cancel its agreement with CETP Operator. The industry has submitted an undertaking that it will install complete ZLD system by 30.06.2023 and has placed an order of ETP followed by complete ZLD system with M/s Raheja Eco Tech, New Delhi.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">It is further submitted that regarding adoption of complete ZLD by such type of industries, the Competent Authority of the Board has decided that action u/s 33-A of Water Act, 1974 be taken against non-complying industries alongwith imposition of Environment Compensation w.e.f. 1.7.2022. In compliance to above decision, the Regional Office vide e-note no. 20096239</span>, has proposed to impose Environment Compensation of Rs. 30,000/- per day on the industry w.e.f. 1.7.2022. After calculation, the Environment Compensation to be imposed for period 1.7.2022 to 30.9.2022 (92 days) comes out to be Rs. 27,60,000.</p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">In view of above, it is recommended as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l1 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">Show cause notice for refusal of Consent to operate under Water Act, 1974 may be issued to the industry with opportunity of personal hearing before Chairman of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l1 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">Environment Compensation amounting to Rs. 27,60,000 for period 1.7.2022 to 30.9.2022 may be imposed upon the industry.</span></p>
<p class="MsoListParagraphCxSpLast" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: normal; mso-list: l1 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial',sans-serif; mso-fareast-font-family: Arial; color: #333333;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial',sans-serif; color: #333333; background: white;">The industry may also be directed to deposit Environment Compensation w.e.f. 1.10.2022 @ Rs. 30,000/- per day, till it provides treatment facility with complete ZLD technology.</span></p> |
