Ø  The industry was granted consents to operate under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2021/16938568 & CTOA/Renewal/BTI/2021/16938333 dt. 29.09.2021, valid upto 30.09.2022 for operation of rice sheller unit of capacity 2 TPH of Raw rice without dryer, subject to the conditions mentioned therein. Ø  Thereafter, the industry has applied for renewal of consent to operate under the Water Act, 1974 & Air Act, 1981, however, during visit to the industry on 03.09.2022 it was observed that the industry has made expansion in the existing rice sheller by adding dryer section, thereafter the industry was raised clarification on 04.09.2022 to submit technical report for dryer section as well as report from EO, Rampura Phul / Mehraj for site suitability but the industry failed to submit the same and the case was returned on 09.09.2022. Ø  Now, the industry has applied for renewal of consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit to produce Raw rice @ 2 TPH without dryer under orange category and has submitted a request letter through OCMMS to seal of the dryer section Ø  The details of the case is as under: - Ø  The industry has deposited consent fee of Rs. 3600/- vide online R. No. N234222086498280 dated 22.08.2022 under Water Act, 1974 and Rs. 3600/- vide online UTR. No. N234222086354272  dated 22.08.2022 under the Air Act, 1981 against fixed assets of Rs. 53.21 lacs dated 18.08.2022. Thus, the fees is adequate up to 30.09.2023 under the both acts. Ø  The industry was visited by undersigned on 12.10.2022 and observed as under – 1)  The industry was not in operation during visit. 2)  The industry has installed cyclone as APCD in the shelling section to contain the process emissions and the same were in line/operation with all dust emitting points connected to the APCD. 3)   The industry has provided stack of adequate height with the APCD and provisions to facilitate air emission sampling. 4)  During visit it was observed that the rice sheller has made expansion by adding drier section in the existing rice sheller however has not applied for expansion nor obtained any prior permission. 5) No trade effluent is generated from the process and the domestic effluent generated is discharged onto land for plantation after treatment through septic tank. 6)The industry has provided brick wall of adequate length with 10' height around husk discharge/ storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. Vide order dt. 15.10.2013. 7) The industry has made adequate plantation along its boundary wall. 8) During visit, the dryer section of the industry was sealed as per the request of the industry.           <span lang="EN-US" style="font-size: 12.0pt; mso-bidi-font-size: 14.0pt; font-family: 'Verdana','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-fareast-language: EN-IN;">NO bank guarantee / sampling testing fees is pending with the industry. Ø    Keeping in view of above, it is recommended that - renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit for production of Raw Rice @ 2 TPH without dryer for a period upto 30.09.2023, subject to the suitable conditions and special condition that the rice sheller will get its air emission sample analyzed in coming paddy season 2022-23.
