It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no CTOW/Fresh/SGR/2020/13611185 dated 23/09/2020 and the Air Act, 1981 vide no. CTOA/Fresh/SGR/2020/13611183 dated 23/09/2020, both valid upto 30/09/2022, for manufacturing of Raw Rice (without Sortex Machinery and without Dryer) @ 2.0 TPH by using Paddy @ 3.0 TPH, as raw material under orange category. Now, the industry has applied for obtaining varied consents to operate under the Water Act, 1974 & the Air Act, 1981 for rice sheller unit to produce Sorted Raw Rice @ 2.0 TPH (with Dryer) by processing of paddy 3.0 TPH.                    The industry has also deposited Rs. 28,000/- vides online UTR no. vides online UTR no. 745256870 dated 20.09.2022 under the Air (Prevention and Control of Pollution) Act, 1981 and Rs. 28,000/- vides online UTR no. vides online UTR no. 731806805 dated 20.09.2022. The fee under both the Acts are adequate upto 30.09.2027 against the value of fixed assets i.e. Rs. 90.11/- lacs as per CA certificate dated 05.09.2022  and Rs. 1100/- deposited through online vide R.No. 453216701 dated 13/10/2022 as NOC regularization fee for installation of dryer and sortex machinery. The industry has also deposited Rs. 10,266/- vide R. No. 72/5492 dated 27/09/2022 as air sample testing fee in advance. The industry has also submitted certificate from Executive Officer, Nagar Panchayat, Dirba vide his office letter no. 1035 dated 15.09.2022. Further, the industry has submitted an undertaking that no land has been added for the installation of proposed sortex and dryer plant and same has been installed in the existing land for which NOC was obtained from the Board. A copy of the undertaking is pasted in the agenda note attached.                    <span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; background: white; mso-bidi-language: EN-US;">Further, the industry in its application & as per feasibility report has installed cyclone separator, as air pollution control device followed by stack of height 3 meter above roof level to control process emissions to be generated from paddy pre-cleaning and achieve emissions standards for SPM ≤750 mg/Nm3. <span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; background: white; mso-bidi-language: EN-US;">From the above said facts, Executive officer, Dirba report, the site is meeting with the sitting guidelines framed by Govt. of Punjab for rice shellers vide notification Dt. 13/9/2006 lastly amended and notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013, the site is suitable for the expansion of rice sheller.           Accordingly, the industry was visited by undersigned on 17/10/2022 and it was observed as under:- <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">1)    The industry was not in operation and has installed the machinery in its premises for the production of sorted raw rice with dryer. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">2)    The industry has covered all the processing sheds. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">3)    The industry has installed cyclones as APCD for shelling section and dryer section, separately and has submitted adequacy completion from M/s Laj Engineering Corporation, Barnala for the same. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">4)    The industry has provided brick wall of 15 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">5)    The industry has provided brick wall of 10 feet height in front of the discharge point of rice husk area and the length of aforesaid brick wall is 35' on each side of the rice husk discharge point. The industry has provided jali of height 5 ft above this wall. 6) The industry has no source of trade effluent generation. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">6)    The industry has provided sampling arrangements with the stack of the APCD. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">7)    The industry has constructed septic tank for treatment of domestic effluent of the toilet section and disposal onto land for plantation. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -21.3pt; line-height: 150%; mso-list: l0 level1 lfo1; background: white; margin: 0cm 0cm .0001pt 21.3pt;">8)    The industry has planted sapling of trees along the boundary wall. 9)    The industry has stabilized the movement area of vehicles from gate to husk area and rice room to prevent the generation of dust emissions.                    From above, it is found that the industry is complying with the consent conditions earlier granted to the industry & the industry is complying with the code of practice notified by the Govt. of Punjab, Deptt. of Science, Technology & Environment.                    The competency for grant of consents to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.                    In view of above, if approved, varied consent to operate under the Water Act, 1974 & under Air Act, 1981 may be granted up to 30.09.2027 for the production of Sorted Raw Rice @ 2.0 TPH (with Dryer) by processing of paddy 3.0 TPH as raw material, with suitable conditions as per the policy of the Board.
