Earlier, it was granted consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/18144457 dated 09/06/2022, upto 08/06/2023 and under the Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2021/16034265 dated 28/07/2021, upto 30/06/2026 with certain conditions.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">It is further informed that regular complaints are being received in the Board regarding air pollution, black smoke, unscientific disposal of fuel ash in the nearby area. During routine checking of the area by officer of the Board on 27.05.2022, continuous black smoke was observed from the stack of the industry. The industry has installed boiler of capacity 06 TPH with two stage alkali scrubbers followed by trima cyclone as APCD. During visit, the industry was found not operating the alkali scrubber and motor attached with scrubber was found dismantled. The industry was using rice husk as fuel. Black smoke remained being continuously emitted some location. The house keeping of the industry was observed very poor. Heap of the rice husk and APCD ash was lying outside the industry premises. The industry is violating the provisions of the Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">Accordingly, as per the direction of the competent authority of the Board, consent to operate granted to the industry under the Air (Prevention &amp; Control of Pollution) Act, 1981 has been revoked vide Board&rsquo;s letter no. 4942-43 dated 21.07.2022 and Directions u/s 31-A of Air (Prevention &amp; Control of Pollution) Act, 1981 were issued to the PSPCL authorities vide Board letter no. 4816-19 dated 22.07.2022 that: -</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><strong><em>&ldquo;That the authorities concerned shall disconnect the supply of electric available to the premises of subject cited industry.&rdquo;</em></strong></span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">Further, the Regional Office was directed to seal the DG set installed by the industry vide Board letter no. 4814 dated 22.07.2022.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">Accordingly, the electric connection of the industry was disconnected by the PSPCL authorities vide TDCO no. 298/69 dated 25.07.2022 and DG set of the industry was sealed by the Board during visit on 26.07.2022.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">After that, industry applied for consent to operate under the Air (Prevention &amp; Control of Pollution) Act, 1981through OCMMS on 26.07.2022 alongwithrequest for restoration of electric connection and grant of consent to operate under Air Act, 1981 and same was granted vide no. CTOA/Fresh/LDH4/2022/19425781 dated 04/08/2022, upto 03/11/2022 with certain conditions alongwith temporary restoration of electric connection for 03 months i.e. 03.11.2022.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">Now, the industry has applied for renewal of consent to operate under Air (Prevention &amp; Control of Pollution) Act, 1981 through OCMMS 12.10.2022. </span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">The industry has already deposited consent fee Rs. 1,08,000/- vide UTR No. KARBN21161960343 dated 10.06.2021 under the Air Act, 1981, which is adequate upto 30.06.2025 against the gross block value of fixed assets Rs. 644.25 Lacs and plant &amp; machinery Rs. 122.05 Lacs as on 23.02.2022.</span></p> <p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 12pt; font-family: verdana, geneva, sans-serif;">Accordingly, the industry was visited by undersigned on 19.10.2022 and it was observed as under: -</span></p> <p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;">&nbsp;&nbsp;&nbsp; </span><!--[endif]-->The industry was in operation during visit and is engaged in the process of dyeing &amp; finishing of the fabrics.</span></p> <p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;">&nbsp;&nbsp;&nbsp; </span><!--[endif]-->The industry has one thermopac of capacity 30 Lacs Kcal with trima cyclone followed by double stage alkali scrubber as APCD alongwith adequate stack of height, which has been newly installed with sampling arrangement.</span></p> <p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;">&nbsp;&nbsp;&nbsp; </span><!--[endif]-->The industry has also installed one boiler of capacity 06 TPH with trima cyclone followed by double stage alkali scrubber as APCD alongwith stack of adequate height, which has been newly installed with sampling arrangement. </span></p> <p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;">&nbsp;&nbsp;&nbsp; </span><!--[endif]-->The stack emission sample of the boiler of 06 TPH was collected on 15.09.2022 and sent to Zonal Lab for analysis and as per the analysis results the concentration of particulate matter from porthole on stack after APCD are found to be 154 mg/Nm3 against prescribed limits of 500 mg/Nm3.</span></p> <p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; line-height: normal;">&nbsp;&nbsp;&nbsp; </span><!--[endif]-->The industry has installed 03 DG sets of capacities one of 500 KVA, one of 380 KVA and one of 320 KVA equipped with canopy and adequate stack height.&nbsp;</span></p> <p class="MsoHeader" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; tab-stops: .5in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;">In view of above, it is recommended that consent to operate under the Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted for six months alongwith temporary restoration of electric connection of the industry with suitable conditions.</span></p> <p><span style="font-family: verdana, geneva, sans-serif; font-size: 12pt;"> <strong><span style="line-height: 115%;">The competency to decide the application lies with Hon&rsquo;ble Chairman of the Board.</span></strong></span></p>
