CTOW/Renewal/PTA/2021/16520459 dated 24/08/2021 having validity upto 30/06/2026 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2021/16279462 dated 24/08/2021 having validity upto 30/06/2026 for manufacturing of Chlorinated Paraffin Wax @ 14560 MT/Year and HCL @ 29120 MT/Year (by-product) by using HNP/NP/LNP @ 19 MTD, Chlorine @ 60 MTD, Epoxy Plasizer @ 0.2 MTD & Water @ 67 Metric Tonnes/Day as raw material under red category with suitable conditions as mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 4.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;"> </span><span style="font-family: Tahoma, sans-serif; font-size: 10pt; text-indent: 1in;">Now, the industry has submitted application for obtaining varied of consent to operate under the said Acts, which were returned online due to certain observations. The industry has resubmitted application for obtaining varied of Consent to Operate under Water Act, 1974 and Air Act, 1981 for manufacturing of Chorinated Paraffin @ 14560 MT/Year, HCL @ 29120 MT/Year alongwith Sodium Hypochlorite @ 242 MT/Year (by-product) by using HNP/NP/LNP @ 19 Metric Tonnes/Day, Chlorine @ 60 Metric Tonnes/Day, Epoxy Plasizer @ 0.2 Metric Tonnes/Day, Water @ 67 Metric Tonnes/Day as raw material under red category.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 130%;"><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The industry has submitted undertaking dated 11.10.2022 that the invest Punjab has granted to NOC to Flowtech Chemicals Pvt. Ltd. vide no. PBIP/CTP/2017/764 dated 08.05.2017 for land measuring 1.00 acres in which it was mentioned as under: </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 130%; margin: 0in 22.5pt .0001pt .25in;"><em><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">“The industrial colony in the name of Siel Industrial Estate was approved by PUDA vide licence no. 2061 dated 22.06.2000.<span style="mso-spacerun: yes;"> </span>The company (Flowtech Chemicals Pvt. Ltd.) has applied in PBIP for regulatory clearance on 1 Acres of land falling in Plot No. 1A, 1B, 1C & 1D. </span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 130%; margin: 0in 22.5pt .0001pt .25in;"><em><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The company (Flowtech Chemicals Pvt. Ltd.) has purchased Plot No. 1A from Siel Industrial Estate and taken plot No. 1B, 1C & 1D on 20 years lease from different companies as per lease deed submitted in PBIP.</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 130%; margin: 0in 22.5pt .0001pt .25in;"><em><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">HUD, PBIP has no objection in granting NOC to Flowtech Chemicals Pvt. Ltd. for combined plots of 1.00 acres (Plot No. 1A, 1B, 1C & 1D) subject to the condition that the applicant shall have to abide by all the terms and conditions laid down by the department/s and PUDA. The applicant shall have to get the Building Plans approved from the Competent Authority before starting construction at the site.”</span></em></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 130%;"><span style="font-family: Tahoma, sans-serif; font-size: 10pt; text-indent: 1in;">The industry has deposited Rs. 25200/- (Rs. 14400 consent fee + 10800 (NOC regularization fee) vide UTR. No. 27949122431DC dated 07.06.2022 under the Water Act, 1974, Rs. 14400/- vide UTR. No. 27949170961DC dated 07.06.2022 under the Air Act, 1981. The total consent fee deposited by the industry is adequate upto 30.06.2027 against the capital investment of Rs. 405.07 lacs as on 31.03.2022 as per the latest CA certificate dated 02.06.2022 submitted by the industry. </span><span style="font-family: Tahoma, sans-serif; font-size: 10pt; text-indent: 1in;"> </span><span style="font-family: Tahoma, sans-serif; font-size: 10pt; text-indent: 1in;"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry has submitted that it has got amendment in earlier EC granted to it under EIA notification, 2006 vide no. SEIAA/MS/2021/4140 dated 20.05.2021 for production of sodium hypochlorite @ 242 MTA by installation of neutralizer in the premises for the neutralization of excess chlorine/ acid vapour evolved from process in the existing Industrial Plant located Plot No. 1 (A+B+C+D), Village Khadauli, Tehsil Rajpura, Distt. Patiala by M/s Flowtech Chemicals Pvt. Ltd. and further mentioned that sodium hypochlorite will be sold in open market for use as disinfectant. The industry has further submitted that there is no change in production capacity of unit after addition of neutralizers (alkali scrubber) and as such no increase in raw material capacity, except that the production of sodium hypochlorite shall be taken in their premises instead of premises of SIEL Chemicals, earlier being carried out. </span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry has submitted air sampling report (near main gate and as well as backside of building) by Chandigarh Pollution Testing Lab on 08.03.2022. The analysis report reveals that the results are within the limits prescribed by the Board. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry has submitted compliance reports of conditions of the consents earlier granted to it under the Water Act, 1974 and the Air Act, 1981, and EC conditions.<span style="color: red;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">Accordingly, the industry was visited by the office on 04.08.2022. <p class="MsoNoSpacing" style="margin-left: 63.0pt; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The industry is not generating any trade effluent from its process and cooling water is being recirculated, only domestic effluent is being discharged and the same is utilized onto land for plantation after its treatment through septic tank. </span></p>
<p class="MsoNoSpacing" style="margin-left: 63.0pt; text-align: justify; text-indent: -.25in; line-height: 130%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 10.0pt; line-height: 130%; font-family: 'Tahoma',sans-serif;">The industry has installed one no. silent D.G. set of 200 KVA capacity equipped with canopy and adequate stack height.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">It is added here that as per the process flow chart submitted by the industry, it has been mentioned that after the neutralization of residual chlorine, some untreated chlorine in traces maybe discharged through stack attached with neutralizer into the atmosphere. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 115%; tab-stops: 1.0in;"><span style="font-size: 10.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">In view of above, if approved, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 granted upto 30.06.2027 for manufacturing of Chlorinated Paraffin @ 14560 MT/Year, HCL @ 29120 MT/Year alongwith Sodium Hypochlorite @ 242 MT/Year (by-product) by using HNP/NP/LNP @ 19 Metric Tonnes/Day, Chlorine @ 60 Metric Tonnes/Day, Epoxy Plasizer @ 0.2 Metric Tonnes/Day, Water @ 67 Metric Tonnes/Day as raw material under red category subject to suitable conditions and <span style="mso-bidi-font-weight: bold;">special conditions as under:</span></span></p>
