The project proponent has applied for obtaining Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up of RMC @ 10800 CFT/Day from Cement @ 64500 Kgs/day, Sand @ 3700 CFT/Day, Aggregate (Bajri) @ 7550 CFT/Day & Water @ 8000 Ltr/day at the subject cited site Under Green Category through OCMMS mode. It is further intimated that the industry has deposited Rs. 4100/- vide UTR No. N300222180526092 dated 27/10/2022 as consent to establish (NOC) fee including Rs. 500/- as form downloading fee against gross value of project worth Rs. 59.50 Lacs and same is adequate for one year period. The SDM, Pathankot vide his office letter no. 1096 dated 15/09/2022 reported as under:- <p class="MsoListParagraphCxSpFirst" style="margin-left: 35.45pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 150%; mso-list: l0 level1 lfo1;">1.     The site is situated at about 6 KM from MC Sujanpur Limits. <p class="MsoListParagraphCxSpMiddle" style="margin-left: 35.45pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 150%; mso-list: l0 level1 lfo1;">2.     The site is situated at about 216 Karam i.e. about 360 meter from village-lal lakir. <p class="MsoListParagraphCxSpLast" style="margin-left: 35.45pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 150%; mso-list: l0 level1 lfo1;">3.     The site of the industry is located within 30 KM from International Border.              The industry has submitted policy of Government of Punjab, Department of Industries & Commerce, Notification dated 17.11.2017 which states as under:-       “In pursuance of the approval of the Council of Ministers, Government of Punjab conveyed vide no. 1/152/2017-1Cabinet/4639 dated 16.10.2017, the Governor of Punjab is pleased to notify ‘Industrial and Business Development Policy’ 2017 as per Annexure – A i.e. 10.19.2 (i) No CLU will be required in this Extreme Border Zone to set up industry. (ii) 100 % exemption from EDC charges. (iii) 75 % exemptions of all the State duties, taxes and fees such as Rural Development Fee, Market Development Fee, State Excise Duty etc. to the first unit, which comes into operations in EBZ for each sector of manufacturing and service industry. If there are higher incentives available under any other section of the policy, then the same would also be available to these units.” The domestic effluent will be generated @ 0.8 KLD and same will be discharged into septic tank.     There shall be no source of trade effluent and the industry shall generate only domestic effluent which shall be disposed off onto land for plantation after passing through septic tank.   The site of the proposed project was visited by officer of this office on 11/11/2022 and observed that, the site of the said project has been demarked and machinery is under installation. The plant is being establish for construction of power plant for Shahpur Kandi Canal project. The land has been allotted to the project proponent by the Drainage Department. The site is suitable for establishment of RMC Plant.  If approved:- “Consent to Establish (NOC) from pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for one year period subject to the suitable conditions.
