It is submitted that the industry was granted consent to operate under the Water Act, 1974 and Air Act, 1981 for raw rice with dryer @ 8 TPH along with sorted rice @ 3 TPH, vide nos. CTOW/Fresh/MOG/2021/17132191 & CTOA/Fresh/MOG/2021/17132190 dated 18.11.2021, valid up to 30.09.2026, respectively. Now, the industry has applied for consent to establish (NOC) under the Water Act, 1974 & the Air Act, 1981 for installing new boiler of capacity 1 TPH in the existing premises to produce raw rice with dryer @ 8 TPH along with sorted rice @ 3 TPH, details of the case as under: ·                     The industry has submitted copy of feasibility report regarding boiler of capacity 1 TPH to be install in the existing premises. ·                     The industry has submitted project report, showing value of fixed assets of Rs. 187.48 lacs [land Rs. 31.67 lakhs + building Rs. 24.78 lakhs + machinery Rs. 131.03 lakhs (Rs. 116 lakhs existing + Rs 15 lakhs of new boiler)]. ·                     The industry has deposited NOC regularization fee of Rs. 1800/- vide UTR / Ref. No. SBIN522209973152 dated 28.07.2022, which is adequate. ·                     The industry has submitted copy of request letter, relevant part of which reproduced as under: 1.    The purpose for installation of boiler to dry the paddy in the same premise. 2.    We shall installation boiler for dry the paddy not for any other purpose.   The industry was visited by undersigned on 04.11.2022 and it was observed as under: i.          The industry was in operation during visit and engaged in manufacturing of raw rice only. ii.         The industry has proposed to installed boiler of 1 TPH capacity in its existing premises. Machinery has arrived at site and the industry is engaged in installation of same. iii.        The industry has proposed to install cyclone as air pollution control device to control the process emissions to be equipped with 1 TPH boiler. iv.       The industry has already installed 02 shelling lines equipped with cyclone as APCD separately. v.        The industry has already installed 02 dryers with common paddy cleaner equipped with cyclone as APCD. vi.       The industry has installed one rice sortex machine in its existing premises. vii.      The industry has provided brick wall of adequate length with 10' height around husk discharge I storage area and wire mesh of 5' height has been provided above the said wall, in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013. viii.     The industry has planted trees along its boundary wall. ix.       The industry has provided brick paving roads within the premises. x.        The industry discharges only domestic effluent after treatment in septic tank onto land for plantation along the boundary wall   The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by Govt. of Punjab vide notification dated 15.10.2013 for rice sheller industries. Further, the industry has obtained land use certificate from DTP vide letter no. 1362 dated 31.07.2019, which states that the site falls under the industrial zone and said report had already been authenticated by DTP vide its letter no. 1536 dated 29.08.2019.  The site of industry is suitable for installation of 1 TPH boiler in the premises. Keeping in view of the above, it is recommended that the consent to establish (NOC) for installation of new 1 TPH boiler may be granted to the raw rice shelling unit within existing site for the manufacturing of raw rice with dryer @ 8 TPH along with sorted rice @ 3 TPH for a period of one year with suitable conditions and specific conditions as under: 1.    The industry shall manufacture only raw rice only in its unit. 2.    The industry shall not manufacture saila / steamed rice in its unit without prior written permission of the Board. 3.    The permission is granted from pollution angle and shall obtain all clearances from other departments. 4.    The industry is bound to comply with guidelines of Department of Town and Country planning, Punjab. 5.    The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:- Code of Practices: i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 6.    The industry shall not consume any fuel except rice husk in boiler as well as dryer furnace for burning purposes without the prior written permission of the Board. 7.    The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 8.    The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions at all the times. 9.    The industry shall dispose of fuel ash generated from the operation of dryer furnace in an environmentally sound manner and shall also maintain the record, in this regard. 10. The industry shall ensure that no air pollution problem or public nuisance is created in the area due to discharge of emissions from the industry.
