<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH3/2022/19128509 dated 06.08.2022 valid upto 05.08.2023 & CTOA/Renewal/LDH3/2019/9377433 dated 10.04.2019 valid upto 30.06.2022 respectively for manufacturing of corrugated boxes @ 35000 Numbers/Day by operating one thermopack of capacity @4 Lac KCal by using Wood @ 400 Kg/hr as fuel along with cyclone as APCD.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Earlier, the industry had applied for obtaining varied 'Consent to Operate' under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of corrugated boxes @ 35000 Numbers/Day along with one thermopack of @ 4 Lac KCal by using wood /steam coal/ pet coke @ 400 Kg/hr with cyclone as APCD. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was visited by officer of the Board on 15.07.2022 and it was observed as under:- </span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was in operation and engaged in the manufacturing of corrugated box by using craft paper as raw material. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has Installed 5 no. stitching machines, 2 no. slaughter machines, 1 no. automatic corrugated machine, paper cutting, printing. </span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry had installed one no. thermopack of capacity 4.0 lacs Kcal and was using wood as fuel. The Industry had provided only cyclone as APCD alongwith stack of adequate height. However, during visit thick black smoke was being emitted from the chimney of the boiler. Also, the complaint in this regard was received from the residents of Village Gaunspur. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was violating the provisions of Air (Prevention & Control of Pollution) Act, 1981 and the application applied by the industry for consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was refused vide no. CTOA/Varied/LDH3/2022/19128508 dated 06.08.2022. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, notice u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry with an opportunity of personal hearing before Chief Environmental Engineer, Ludhiana on 17.08.2022, wherein it was decided that:- </span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall maintain and operate boiler & its air pollution control device (APCD) regularly and efficiently, so as to achieve the stack emission standards consistently as prescribed by the Board/ MoEF&CC and also ensure not to emit black smoke under any circumstances. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The Industry shall deposit Environmental Compensation (EC) of Rs. 50,000/- in lieu of the violations made by the industry. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall submit Bank Guarantee of amount Rs. 50,000 /- as an assurance to comply with the provisions of Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It was made clear to the industry that if the Industry was found emitting black smoke in future, then closure orders will be issued against the industry, without any further notice/opportunity of hearing. </span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo4;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry to verify the contentions made by the industry, collect air emissions sample and submit report/ recommendations, within one month.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied for obtaining renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for manufacturing of corrugated boxes @ 35000 Numbers/Day along with one thermopack of @4 Lac KCal by using wood @ 400 Kg/hr with wet scrubber as APCD along with one DG set of capacity 60 KVA with canopy. The industry has already deposited Rs. 64,800/- vide UTR No. AXIC221758879003 dated 24.06.2022 and Rs. 64,800/- vide UTR NO. AXIC221758879294 dated 24.06.2022 under the Air Act, 1981, which is adequate upto 30.06.2025 under both acts. The industry has submitted bank guarantee of Rs. 50,000/- vide BG No. 00420100000638 dated 19.10.2022 valid upto 14.10.2026. The industry has also deposited Environmental Compensation of Rs. 50,000/- vide R. No. 54/5480 dated 04.11.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry was visited by undersigned on 10.11.2022 and it was observed as under:-</span></p>

The industry has now upgraded its APCD and has provided cyclone separator followed by wet scrubber as APCD alongwith stack of adequate height. During visit no black smoke was observed from the chimney of the boiler<span style="color: red;">. </span></span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has installed 1 D.G. set of capacity @60KVA, which is fitted with canopy and stack of adequate height.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">There is no generation of trade effluent and only domestic effluent is discharged onto land for plantation after septic tank. </span></p>
<p class="MsoNormal" style="margin-left: .25in; text-align: justify; text-indent: .75in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">As such, the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as decisions of personal hearing dated 17.08.2022.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">In view of above it is recommended as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><span style="text-indent: -0.25in; font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';"><span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="text-indent: -0.25in; font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">‘Consent to Operate’ under the Air Act, 1981 may be granted to the industry for period upto 30.06.2025 with suitable conditions with special condition that the industry shall get its air emission samples analyzed from Board’s lab within 03 months.</span></p> |
