<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 14.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">It is submitted that the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/PTA/2018/8240331 dated 28/11/2018, valid upto 30/06/2022 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/PTA/2018/8239678 dated 28/11/2018, valid upto 30/06/2019 for manufacturing of Auto Parts/tractors parts @ 1200 kgs/day by using MS Rods & Electroplating Salts @ 1250 kgs/day as raw material with conditions mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 14.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The industry was issued show cause notice for refusal of consents applied under the Water Act, 1974 and the Air Act, 1981 vide Zonal Office-1, Patiala letter no. 5845 dated 23.09.2022 with an opportunity of personal hearing on 07.10.2022 before SEE, ZP-1 of the Board for violations of provisions of Water Act, 1974 and the Air Act, 1981, in the hearing, it was decided that the application of the industry is required to be returned as there is change in effluent quantity and mode of disposal with other details. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 14.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">Now, the industry has again applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 under red category as per prevailing policy of the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 14.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The industry has deposited Rs. 43200/- vide UTR. No. N154221983550940 dated 03.06.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 57600/- vide UTR. No. N154221983535021 dated 03.06.2022 and Rs. 21600/- vide UTR No. N154221983535021 dated 03.06.2022 under Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 30.06.2027 against the fixed assets of Rs. 83.39 lacs as on 31.03.2022 as per CA certificate submitted by it. The industry has also submitted compliance Report, CA certificate etc. The industry has also deposited Rs. 7200/- vide R. No. N154221983441852 dated 03.06.2022 as NOC fee due to increase in fixed assets.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 14.0pt; line-height: 150%; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">The industry was visited by the AEE of this office on 10.11.2022. Sh. Bhullar, representative of the industry was contacted at site. During visit, it was observed that:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">1. <span style="background: white;">The industry was<span style="mso-spacerun: yes;"> </span>in operation at the time of visit.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">2. <span style="background: white;">The industry is generating trade effluent from its process and the industry has made an agreement with M/s Bantech Water Private Limited, Chanalon for lifting of maximum 5000 litres.</span></span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">3. <span style="background: white;">The industry has also installed ETP consisting of Bar Screen Collection Tank Clariflocculator Tube settler Filter feed tank Dual Media Filter Treated Water Tank Sludge drawing bed for the treatment of waste effluent generated from the process. In this regard, the industry has informed that the industry will not use it in future & same was found in non-operational condition.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">4. <span style="background: white;">The industry is also generating domestic effluent and same is being discharged into sewer of Focal Point.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">6. <span style="background: white;">The industry has also provided wet scrubber as APCD to control emission arising from the process. The air emission sampling was carried out by NABL approved private lab namely M/s EvapoTech Technical Service And Consultants and as per analysis report, the acid mist was found to be 27 mg/Nm3, which is within permissible limit. </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">7. <span style="background: white;">The industry has installed DG set of Capacity 125 KVA equipped with canopy and stacks of adequate height.</span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 16.3pt; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 14.0pt; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">8. <span style="background: white;">The industry has maintained the record of water generated and lifted by M/s Bantech Water Private Limited, Chanalon.</span></span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white; margin: 0in 0in 6.0pt .65pt;"><span style="font-size: 14.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">The industry is complying with the conditions of the consents granted under the Water Act, 1974 and the Air Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; background: white; margin: 0in 0in 6.0pt .65pt;"><span style="font-size: 14.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-bidi-language: PA;">In view of above, may if approved, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2027 under red category with suitable conditions and following special conditions that the industry shall lift the entire<span style="mso-spacerun: yes;"> </span>effluent to CETP.</span></p> |
