It is submitted that the hospital was granted ‘Consent to Establish’ (NOC) under Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/PTA/2022/19688664 dated 21/10/2022 having validity upto 20/10/2023 for establishment of HCF of bed capacity 150 no. <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">subject to certain conditions as mentioned therein. Now, the hospital has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. The hospital has deposited Rs. 50000/- vide UTR. No. AXIC223002475172 dated 27.10.2022 as consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 50000/- vide UTR. No. AXIC223002475604 dated 27.10.2022 under the Air (Prevention & Control of Pollution) Act, 1981, which is adequate upto 31.12.2027 for a bed capacity of 150 no. against the project cost of Rs. 49 Crores. The HCF has submitted compliance report of earlier NOC granted to it under said acts. The Hospital has submitted copy of agreement made with M/s Hari Bhari Patiala Waste Management, Patiala, authorized waste collection agency for collection and recycling of biodegradable waste to be generated from HCF. The hospital has submitted completion certificate regarding installation and working of STP issued by M/s AA Hydro Care, New Delhi. The hospital has submitted copy of letter no. 16703 dated 02.11.2022 issued by PUDA Patiala to the effect that the project proponent can connect sewer system for disposal of excess treated sewage water to sewer lines of PDA. The HCF has further undertaken that the treated waste water shall be utilized in green area development and the excess treated water shall be discharged into the sewer lines of PDA. The hospital has further undertaken that out of total generation of treated effluent of quantity 65 KLD, the quantity @ approx. 10 KLD shall be utilized on green area in the premises/along the boundary @ 2000 sqm and balance effluent @ 55 KLD shall be dispose off through public sewer of PDA. The hospital has also submitted application for authorization of HWM Rules, 2016 and BMW Rules, 2016, which is being process separately. The hospital was visited by this office on 07.11.2022 and Sh. Amit Kumar, Manager (HR) was contacted and it was observed as under: <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">1.<span lang="EN-US" style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The representative informed that the operation of Hospital shall be commissioned in 8-10 days, as the civil construction work has already been completed and installation work of various utilities is going on. <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">2.<span lang="EN-US" style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The Hospital has provided ETP cum STP based on biological treatment for treatment of liquid waste from various section of HCF and as well as for domestic effluent. The ETP cum STP has put in operation for stabilization before the recipient of effluent for its treatment to be generated on commissioning of HCF. <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">3.<span lang="EN-US" style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The ETP cum STP installed by HCF comprises of bar screen, inlet collection tank, aeration tank, tube settler, chlorine contact tank, multi grade filter followed by activated carbon filter and treated water collection tank.  <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">4.<span lang="EN-US" style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; background: white; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The HCF has provided pipe line network for utilization of treated effluent for plantation /green area inside the premises/boundary wall and the excess treated effluent shall be discharged into public sewer, as per permission accorded by PDA, Patiala. <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">5.<span lang="EN-US" style="font-size: 7.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">    <span lang="EN-US" style="font-size: 13.5pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The Hospital has installed 3 no. D.G. set of capacity 500 KVA, which is equipped with canopy and stack of adequate height. The Hospital is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981. In view of the above, if approved, consent to operate to the Hospital under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the hospital for one year i.e. upto 31.12.2023 for 150 beds subject to suitable conditions and special condition that the hospital shall obtain NOC from PDA Patiala for disposal of treated effluent into sewer line of PDA and submit to the Board for further extension of Consent to Operate .
