<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 5.4pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">It is intimated that earlier, directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A of Air (Prevention & Control of Pollution) Act, 1981 was issued to the service station for temporary restoration of electric connection and de-sealing of the washing section upto 31/07/2021. Consent to Operate under Water (Prevention & Control of<span style="letter-spacing: -2.55pt;"> </span>Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were granted to the<span style="letter-spacing: 0.05pt;"> </span>service station vide online reference no. CTOW/Renewal/GRP/2021/14835541 & no. CTOA/Renewal/GRP/2021/14835383 dated<span style="letter-spacing: 0.15pt;"> </span>17/02/2021<span style="letter-spacing: 0.15pt;"> </span>which<span style="letter-spacing: 0.15pt;"> </span>was<span style="letter-spacing: 0.15pt;"> </span>valid<span style="letter-spacing: 0.15pt;"> </span>utpo<span style="letter-spacing: 0.15pt;"> </span>31/07/2021. the service station was visited by the Officer of the Board on 06/07/2021 and was observed that the service station was violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974. Show cause notice was issued vide Zonal Office, Amritsar letter no. 2358 dated 26/08/2021 with an opportunity of personal hearing dated 10/09/2021 before the Senior Environmental Engineer, Zonal Office, Amritsar. And after hearing it was decided as under:-</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 23.4pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The consents under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 will be granted for 06-months period.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 23.4pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The service station will continuously operate its ETP and the Regional Office shall get the monitoring of ETP installed as per the policy of the Board for the permanent restoration of the electricity connection.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 23.4pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The industry shall apply for the Authorization under the Hazardous & other Wastes (Management and Transboundary Movement) Rules, 2016.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 23.4pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">Environmental Engineer, Regional Office to submit his report after 15-days period.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 3.05pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">The Proceedings of the personal hearing was issued to the service station vide Zonal Office, Amritsar letter no. 2596-97 dated 17/09/2021 but the service station has failed to submit compliance of the decisions of the personal hearing. Reminder was issued to the service station vide this office letter no. 2403 dated 06/10/2022 to submit compliance of the personal hearing.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 3.05pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">But the service station was failed to submit any compliance and was failed to obtained renewal of the consents. Report was sent to Zonal Office, Amritsar for further action.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 3.05pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">Show cause notice was issued vide Zonal Office, Amritsar letter no. 1950-51 dated 13/06/2022 with an opportunity of personal hearing dated 28/06/2022 before the Senior Environmental Engineer, Zonal Office, Amritsar and same was postponed on 30/06/2022. Personal hearing was attended by Sh. Manjinder Singh (Owner) and after hearing the Senior Environmental Engineer was decided as under:-</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 21.05pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The industry shall apply for consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and Authorization under Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016, within 07-days.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 21.05pt; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The EERO shall collect the Water samples of the industry within 07-days and submit report along with recommendations.</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 3.05pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">In compliance of the personal hearing the unit was visited by AEE of this office on 17/08/2022 and effluent samples were collected from the outlet of ETP installed by the service station. The samples were sent to Zonal Lab, Jalandhar for analysis. As per report issued from Zonal Lab, Jalandhar vide no. 2462-64 dated 05/09/2022 the service station is complying with the standards prescribed by the Board. As per report results of various parameters are under:-</span></p>
<p class="TableParagraph" style="margin: 0.1pt 4.55pt 0.0001pt 3.05pt; text-align: justify; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">pH – 8.0, TSS -26, COD – 113, BOD – 20 & O&G – 4.2.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.45pt 0.0001pt 5.4pt; text-align: justify; text-indent: 36.95pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">Now the service station has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS mode along with requisite documents.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.45pt 0.0001pt 5.4pt; text-align: justify; text-indent: 33.65pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">The service station has deposited Rs. 15000/- vide online UTR no. SBIN522302982529 dated 29/10/2022 & Rs. 14500/- vide online UTR no. SBIN522302983468 dated 29/10/2022 including Rs. 500/- as application fee. Same are adequate upto 30.09.2027.</span></p>
<p class="TableParagraph" style="margin: 0.05pt 4.45pt 0.0001pt 5.4pt; text-align: justify; text-indent: 33.65pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">The service station was visited by AEE of this office on 11/11/2022 and observed as under:-</span></p>

<p class="TableParagraph" style="margin: 6.2pt 4.35pt 0.0001pt 27.25pt; text-align: justify; text-indent: -18.05pt; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The service station was<span style="letter-spacing: -0.05pt;"> </span>recirculating<span style="letter-spacing: 0.1pt;"> </span>its treated<span style="letter-spacing: -0.15pt;"> </span>effluent<span style="letter-spacing: -0.05pt;"> </span>back into<span style="letter-spacing: -0.15pt;"> </span>washing<span style="letter-spacing: -0.05pt;"> </span>process.</span></p>
<p class="TableParagraph" style="margin: 6.15pt 0in 0.0001pt 27.25pt; text-indent: -18.05pt;"><span style="font-size: 10.5pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt;">The<span style="letter-spacing: 0.25pt;"> </span>service<span style="letter-spacing: 0.3pt;"> </span>station<span style="letter-spacing: 0.3pt;"> </span>has<span style="letter-spacing: 0.2pt;"> </span>installed<span style="letter-spacing: 0.3pt;"> </span>D.G.<span style="letter-spacing: 0.2pt;"> </span>set<span style="letter-spacing: 0.2pt;"> </span>of<span style="letter-spacing: 0.2pt;"> </span>capacity<span style="letter-spacing: 0.4pt;"> </span>100<span style="letter-spacing: 0.4pt;"> </span>KVA<span style="letter-spacing: 0.2pt;"> </span>provided<span style="letter-spacing: 0.2pt;"> </span>with<span style="letter-spacing: 0.3pt;"> </span>canopy.</span></p>
<p class="TableParagraph" style="margin: 6.15pt 4.55pt 0.0001pt 27.25pt; text-indent: -0.25in; line-height: 24px;"><span style="font-size: 10.5pt; line-height: 21px;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 10.5pt; line-height: 21px;">The representative was advised to installed water meter at the outlet of the ETP.</span></p>
<p><span style="font-size: 10.5pt; font-family: Cambria, 'serif';">It is pertinent to mentioned here that earlier the consent was granted to the service station with the special condition that the service station shall apply for obtaining Authorization under HWM Rules, 2016. In this regard the service station has submitted a letter and intimated that he is in process to make agreement for lifting of Hazardous waste with concerned recycler and he will submit application for obtaining Authorization under HWM Rules, 2016 soon.</span></p>
<p class="TableParagraph" style="margin: 0in 4.5pt 0.0001pt 5.4pt; text-align: justify; line-height: 24px;">Keeping<span style="letter-spacing: 0.05pt;"> </span>in<span style="letter-spacing: 0.05pt;"> </span>view<span style="letter-spacing: 0.05pt;"> </span>of<span style="letter-spacing: 0.05pt;"> </span>above,<span style="letter-spacing: 0.05pt;"> it is therefore, recommended as under:-</span></p>

Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 and 33-A of the Water (Prevention & Control of Pollution) Act, 1974 may be issued to the concerned authority for temporary restoration of electric connection for six months period.</span></p> |
