<p><span lang="EN-US">RO has reported that earlier the industry/establishment with the name and style of M/s Indian Oil Corporation Limited (md), Plot No. A-2, Phase-2, Goindwal Industrial Complex, Goindwal Sahib, Patti, Tarn Taran was granted consent to operate from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 vide CTOW/Fresh/TRT/2020/13503707 and CTOA/Fresh/TRT/2020/13503673 dated 30.09.2020, valid upto 31.03.2022 for Bottling of LPG Cylinders @ 14,000 nos./day.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">Now the industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with new name and style of M/s Indian oil Petronas Private Limited (Previous Name - INDIAN OIL CORPORATION LIMITED (MD), Plot No. A-2, Phase-2, Goindwal Industrial Complex, Goindwal, PATTI, TARANTARAN for Bottling of LPG Cylinders @ 14,000 nos./day. Details of the case are as under:</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry has submitted CA certificate dated 30.11.2021, wherein the cost of gross fixed assets have been mentioned as 126.09 crores. It has deposited Rs. 581900/- vide R.no. N089221895189672 dated 30.03.2022 under the Air Act, 1981 and has requested to consider Rs. 288000 each as consent to operate fee under the Water Act, 1974 and the Air Act, 1981. Considering the request, the fee deposited by the establishment is valid for a period upto 31.03.2024 under each Act.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has submitted copy of work order 06.11.2020, wherein contract for operation and maintenance of LPG Bottling plant Goindwal has been given to M/s Indian Oil Petronas Pvt. Ltd. for a period of 05 years.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has submitted effluent generation / treatment record</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The industry has submitted compliance of the conditions of the consent to operate, earlier granted under the Water Act, 1974 and the Air Act, 1981. </span></p>
<p><span lang="EN-US">The industry was visited by undersigned along with EE on 22/09/2020 and observed as under :-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry is a LPG bottling unit engaged in a filling of LPG in cylinders.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has installed 2 no. STPs of capacity 10 KLD and 15 KLD comprising of Screen Chamber, Grit Chamber, Oil & Grease Trap, Collection Tank, MBBR reactor, Tube Settler Tank, Filter Feed Tank, Chlorine Dosing Tank & Filters for the treatment of domestic effluent arising from various house hold activities. During visit, STP of capacity 10 KLD was in operation and effluent samples were collected from the outlet. As per analysis report, concentration of various parameters are within the limits as prescribed by the Board. During visit, the industry was advised to install flow meters at the inlet as well as outlet of ETP and to keep the effluent generation record.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has installed ETP of capacity 30 KLD Screen Chamber, Grit Chamber, Oil & Grease Trap, Collection Tank, Flax Mixture Tank, Dosing Tank, Flocculation Tank, Tuber Settler Tank, Filter Feed Tank & Filters for the treatment of trade effluent arising from washing of conveyors for carrying cylinders and painting of cylinders, same was in-line however, same was not in operation as peer effluent available at the inlet.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The industry has maintained horticulture area within premises in an area about 6.5 acres for the utilization of treated effluent.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The industry has installed 2 nos. DG sets of capacity of 250 KVA and 750 KVA and both of them are provided with canopy and adequate stack height.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">It is further intimated that the industry has obtained CTO for the discharge of trade effluent @ 1.9 KLD. However, the industry has installed ETP of capacity 30 KLD. The representative of the industry informed that water is flown into sprinklers installed in the process shed as LPG being a hazardous substance and a mock drill is to be carried out once in a month as per safety protocols due to which large quantity of effluent generates and adequate capacity of ETP is required.</span></p>
<p><span lang="EN-US">In view of the above, the industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, RO has recommended that varied consent to operate may be granted to the industry with the new name and style of M/s Indian oil Petronas Private Limited for a period of 02 years i.e. upto 31/03/2024, subject to the suitable and specific conditions as mentioned in the previous granted consents under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p><span lang="EN-US">In view of the above, it is recommended that varied consent to operate may be granted to the industry with the new name and style of M/s Indian oil Petronas Private Limited for a period of 02 years i.e. upto 31/03/2024, subject to the suitable and specific conditions as mentioned in the previous granted consents under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981.</span></p>
